- The U.S. Military Academy, Directorate of Contracting, West Point, N.Y. is seeking sources for a Special Collection System for the Jefferson Library. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The United States Military Academy (USMA) Library empowers cadets, faculty, and staff to be leaders of distinction in scholarship and research through the interaction of our staff, facility, services and collections, The USMA special collections present unique challenges. These items have been growing in both importance and use, and better and more complete service to researchers is a high priority for USMA and the library. It is critical that we improve our collections accountability, security, and usability of our rare, unique, and in some instances, priceless items. A special collections workflow management system is required for the USMA Library to perform the activities necessary to provide these services and fulfill its mission.
