- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The intent of this announcement and the information provided in response to this notice will assist the Government in identify ALL potential sources to include small businesses and socio-economic sources that are capable and qualified to furnish the required products and services as identified in the Requirements section of this announcement. The North American Industry Classification system (NAICS) Code is 541618. The anticipated dollar value of this project is under $150,000. Please include your company's size classification in any response to this notice. The Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) in Woods Hole, MA is soliciting information, on behalf of the Research Communications Branch to provide support in developing and implementing a strategic external communication plan. BACKGROUND The National Oceanic and Atmospheric Administration is an agency of the U.S. Department of Commerce. This agency furthers the department’s mission by implementing strong stewardship of ocean resources that contribute to the nation’s economy. The Northeast Fisheries Science Center (NEFSC) is one of six NOAA Fisheries regional science centers. The work of the center is primarily in response to acts of Congress, Presidential Executive Orders, and international treaties and agreements. The center maintains science facilities in five states and is responsible for a study area in oceanic waters from the Maine-Canada border to Cape Hatteras, North Carolina. The organization’s science program focuses on sustainable marine fisheries and aquaculture, protected marine species, and ecosystem-based federal fishery management. REQUIREMENT/TASKS: The NEFSC is seeking expert advice and services to develop and implement a strategic external communication plan. External communication has been identified as an important capability that the organization currently lacks. The objective of this requirement is to conduct a series of tasks necessary to define an external communications strategy, develop an external communications plan, and provide recommendations for implementing the strategy such that the NEFSC is engaging stakeholders effectively. The requirement will include a Base Period (Task 1) and an Option Period I (Task 2). Option Period I (Task 2) is subject to need and availability of funds. Task 1 (Base Period) - D evelop and complete an external communications strategy to promote the goals and accomplishments of the NEFSC under its strategic science plan (2016-2021). 1. The contractor shall review existing government provided materials to develop an understanding of the scope of NEFSC external engagements. 2. The contractor shall suggest any additional information gathering necessary to develop an understanding of perceptions about NEFSC science and communication methods. 3. In coordination with the NEFSC Research Communications Branch (RCB) the contractor shall review existing NEFSC external communications capabilities to be provided to the contractor. 4. The strategy shall, at a minimum, include: a) key messages, b) identified key audiences and their communication preferences, c) plan objectives, d) expected outcomes. 5. The contractor shall coordinate with RCB and NEFSC leadership to finalize the strategy. TASK 2 (Option Period I) – Using products delivered in the base period, develop an implementation plan to include: 1. Methods and activities for reaching each identified audience with each relevant key message 2. Meaningful stakeholder engagement components 3. Deliverables for achieving each expected outcome 4. Standard institutional practices and procedures for executing plan 5. Milestones 6. Evaluation monitoring, methods, and metrics 7. Recommended organizational structure, staffing, and resources to carry out the external communications strategy for the next five years. Government provided materials and information will include NEFSC Strategic Science Plan (2016-2021), summaries of internal and external focus group meetings conducted during NEFSC strategic plan development, 2014 and 2015 Program review summaries for the NEFSC data acquisition and fishery assessment programs, 2014 Draft NEFSC communications plan, and 2016 Events calendar The period of performance is five (5) months for Task 1 and three (3) months for Task 2, if exercised. The NEFSC is seeking the following information: CAPABILITIES PACKAGE: All interested parties shall submit a capabilities package explicitly demonstrate the ability to provide the requirements as specified in this announcement. Relevant past performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this sources sought notice. Include a list of a minimum of three (3) current or previous contracts performed within the last three (3) years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. The capabilities package shall be emailed to kelly.taranto@noaa.gov no later than the response date for this sources sought notice. All response and response contents to this notice will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States government.
