- Sole Source Justification Notice of Intent. The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to Thermo Electron North America LLC, 5225 Verona Road, Madison, WI, 53711, USA, for a commercial demonstration unit ASE350 accelerated solvent extraction system (and accessories) for the rapid extraction of waxes and other surface materials on cotton fibers and yarns, as they are the sole source for this instrument. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The instrument will be located at the USDA, ARS, SEA, SRRC, 1100 Robert E. Lee Blvd., New Orleans, LA. 70124. The agreement includes the ASE350 instrument plus accessories such as the ASE350 starter kit (34 mL cells), extraction cell kit (6 cells), cell seal/cap o-ring/10 micron frits kits, 60 mL collection vials, solvent bottles, diatomaceous earth dispersant, and electrical connections. The agreement includes a 90 day no charge warranty by the unit manufacturer and vendor for defective material or workmanship, with an option for a one year warranty by the unit manufacturer and vendor. The system has the required abilities to rapidly, accurately, and quantitatively separate various surface materials on cotton fibers, to include waxes and sugars. This ability is needed to address several key areas of the research program, including addressing the content and amount of materials on the cotton fiber surface, which can be used to determine the impact of these surface materials on cotton fiber and yarn quality, processing efficiency, and final product quality. Service must maintain and not invalidate the Thermo Electron North America LLC warranty for this new instrument and all equipment presently at SRRC and covered under surface contracts. The Government intends to award a firm fixed price Purchase Order on or about January 15, 2016, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, January 14, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
