- THIS IS A NOTICE OF REQUEST FOR INFORMATION ONLY The Office of Acquisition Operations, Strategic Acquisition Center (OAO SAC) on behalf of Veterans Health Administration (VHA) is Pre-Solicitation Synopsis for support services for the Office of Interagency Care and Benefits Coordination (ICBC) Program. 1.0DESCRIPTION This notice is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes The applicable North American Industry Classification System Code (NAICS) is 541611; Administrative Management and General Management Consulting Services. The objective of this effort is to provide to provide support services for the Office of Interagency Care and Benefits Coordination (ICBC) Program. 2.0 PURPOSE The Interagency Care and Coordination Committee (IC3) perform several functions. IC3 serves as the central entity to monitor all the Department of Veterans Affairs (VA)/Department of Defense (DoD) care coordination and case management activities in support of wounded, injured, ill Service Members /Veterans (SM/V) and their caregivers/families. IC3 publishes and maintains a comprehensive implementation plan and interagency guidance that guides the Departments on all aspects of the program. IC3 generates report requirements and submits reports on the process, structure and outcomes of the implementation plan as well as the status of care coordination and case management to include lead coordinator and comprehensive planning across the Departments. IC3 participates in, contributes to, and when applicable, provides coordination for all new joint DoD/VA tasking's to work groups. The objective of this requirement is to ensure timely quality coded data is available for patient care, workload reporting, revenue activities, performance metrics, and research purposes. In an effort to yield higher levels of achievement in business practices, VHA is identifying existing opportunities that would generate savings and drive service quality improvements by negotiating standardized rates, consistently defining performance expectations and developing meaningful measures and reports and are responsible for guiding and assisting ICBC, the IC3 and also support the various subordinate work groups to accomplish their work to develop, implement and update the VA/DoD Joint Strategic Plan (JSP); the support services contractor shall also monitor, analyze, report progress and facilitate the administrative functions of the committees. This requirement provides for services to support joint DoD (Health Affairs) and VA actions. Support includes all joint initiatives assigned to ICBC, the IC3 as well as direct support to the various IC3 subordinate work groups as well as IC3 related work for 50+ Community of Practice (CoP) agencies. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the OAO/SAC view of the information received.
