Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00189-16-T-Z060. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-85 and DFARS Publication Notice 20151230. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541519 and the Small Business Standard is 500 employees. This is a competitive, unrestricted action. The FLC Norfolk Philadelphia Contracting Office requests responses from qualified sources capable of providing: Online Subscription for Surplus Material Parts Database CLIN 0001 12 months each, POP: 1 MAR 2016 - 28 FEB 2017; CLIN 0002 Option I 12 months each, POP: 1 MAR 2017 - 28 FEB 2018; CLIN 0003 Option II 12 months each, POP: 1 MAR 2018 - 28 FEB 2019. STATEMENT OF WORK TO PROVIDE ACCESS TO SURPLUS MATERIAL PARTS DATABASE 1.0. SCOPE. 1.1. Background. Naval Weapon systems and platforms are extended beyond their projected operational years. Weapon System components required for operational maintenance/readiness requirements are becoming obsolete. In the execution of their duties, engineers, item managers and equipment specialists often use databases to locate material or parts, identify cross-referenced parts, sources of supply and shipping information. In order for this to continue, Naval Supply System Command, Weapon System Support “ Philadelphia and Mechanicsburg Pa., has a requirement for access to a commercially available database. 1.2. Scope. This Statement of Work defines the requirement for government expectations and access to a parts availability database. 2.0. APPLICABLE DOCUMENTS: NONE 3.0. TECHNICAL REQUIREMENTS 3.1. Task śA ť - Parts Database Access. The contractor shall provide access to a comprehensive centralized database of materials utilized to locate parts necessary to support Naval Aviation and Maritime that are not available through the Department of Defense supply system. This database will identify marine and aircraft manufacturers, their component and parts suppliers, and/or other sources of material components. The database shall contain at a minimum: U.S. Government Procurement History: Procurement or repair history for parts/material contracted by DoD and FMS agencies U.S. Government Technical History; Identify part references and legacy data to ensure accuracy and standardization Vendor and Part Supply History; Identification of vendors Quality Assurance Certifications, Identification of usable and alternate NSNs “ NIIN / Parts numbers and I and S (Interchangeability and Substitution). Detailed supplier profiles, contract information and link to supplier catalog Material Condition Codes (w/glossary); Certification of material condition; New, Overhauled or As Removed. Ability to identify applicability and application to both commercial and military aircraft Vendor Cage Codes Vendor Names Master Cross Reference Lists, using Mfg P/N, NSNs, NIINs, Mil-Specs or model numbers for Domestic and NATO material and/or equipment. Major Organizational Entity (MOE) Rule Primary/Secondary Inventory Control Information Acquisition Advice Codes Information Interact with GIDEP / FAA databases to identify and manage obsolescence and counterfeit material avoidance. GIDEP (Government Industry Data Exchange Program) integration and alerts links to suspected counterfeit reports, End of Life notices, and other reported part data managed by GIDEP. The database shall have the ability to interact with GIDEP repository and provide counterfeit alert data, when a user searches for a NSN/part number. In addition, the database shall have a link to the FAA Suspected Unapproved Parts Database. Access to this database will be by Microsoft ™s Internet Explorer version 7.0. The database shall be accessible without requiring the users to download or install additional software. The database will be available to users 24 hours per day, 7 days per week, and 365 days per year. The database will allow users to query for material/parts by use of the following: Search by Federal Stock Classes Search by Part Number Part Search by National Stock Number Part Search by National Item Identification Number (NIIN) Part Search by Commercial Part Number Part Search by Commercial and Government Entity (CAGE) Code Search by Company Name Search by Vendor Cage Codes Search by End Item Name Wild Card Searches Search by Part Description NAVSUP-WSS activities located in Philadelphia and Mechanicsburg PA will require access for 150 users. Contractor proposals will/may be evaluated using some of the following criteria: Parts/Material Availability, contractor shall have the material available on the shelf as advertised by the marketing supplier/company and/or any additional technical requirements identified within 3.0 Technical Requirements. This requirement will support repairing equipment necessary to support Naval Aircraft and Maritime Ships and equipment. 3.2. Task śB ť - Parts Database Training. The contractor shall provide training for users at NAVSUP-WSS Philadelphia and Mechanicsburg PA facilities Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-1 Instructions to Offerors - Commercial Items; 52.212-2 Evaluation--Commercial Items: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and a determination of responsibility/ technically acceptable low bids. The relative importance of the factors is as follows price is of equal importance as technical acceptability. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 15 days ; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires.
