- Limited Source Justification- RFQ-0002065 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, limited source, fixed price contract with Life Technologies Corporation, 5791 Van Allen Way, Carlsbad, CA 92008-7321 for the purpose of procuring one Ion Torrent Personal Genome Machine (PGM) and necessary associated peripherals. In order to support the FBI Laboratory's DNA program activities by advancing the technologies applied to DNA casework and expand the range of specimens from which probative data can be recovered, the DNA Support Unit (DSU) is evaluating Next Generation Sequencing (NGS) instruments/technologies. DSU's pilot studies to date have been conducted using the MiSeqFGx, an NGS instrument manufactured by Illumina, Inc. However, now that NGS has been shown to be a worthy technology for future DNA casework application, it is necessary for DSU to compare and evaluate different NGS instruments/technologies offered by other vendors in order to adequately assess the options and determine the most promising technology for BAS applications. The Ion Torrent TM PGM, an NGS instrument manufactured by Life Technologies Corporation, employs a specialized chemistry and detection system different than the system employed by the MiSeqFGx; therefore it is critical that DSU acquire an Ion Torrent TM PGM so DSU can test both instruments side-by-side in order to assess which platform has the most potential for BAS casework applications. The Ion Torrent TM PGM instrument and associate peripherals are listed below. • 1 Ion Torrent Sequencer- S5 system • 1 Ion S5 installation kit • Ion S5 customer training (on-site) • 1 Ion Chef System • 1 Ion Chef installation kit Based on market research, and Government end-users, it has been determined that Life Technologies Corporation is the sole manufacturer and distributor of the Ion Torrent Personal Genome Machine (PGM) and necessary associated peripherals. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The FBI intends to negotiate with only one source under the authority of FAR 8.405-6. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
