- Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Vision Research, Inc., 100 Dey Road, Wayne, NJ 07470. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 333316, Photographic and Photocopying Equipment Manufacturing; the size standard is 1000 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Vision Research, Inc., 100 Dey Road, Wayne, NJ 07470 for two high speed Phantom V2512 color cameras. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI is often faced with questions from the law enforcement and intelligence communities regarding the effects of improvised explosives. An extremely efficient method of directly visualizing and analyzing the detailed formation and development of shock waves and their interactions is to use a high-speed camera. Capturing the details of the detonation event on video also provides a backup measurement of detonation velocity that is currently being measured with piezoelectric pins. If the pins malfunction during the detonation the results from the camera can be directly used to determine the detonation velocity. The Vision Research Phantom V2512 Color camera would provide the FBI with a dedicated high-speed camera to accomplish the task of capturing the details of the detonation event of an improvised explosive on video. This capability will add greater flexibility in terms of answering time-sensitive requests, as well as provide the FBI the ability to visually evaluate the effects of changing testing parameters, such as mixture ratios, and being able to visually represent the results. Vision Research is the sole manufacturer and distributer of the Phantom 2512 high-speed camera system. The FBI must have the ability to directly capture a detonation event using high-speed videography in order to accurately develop a behavior profile for improvised explosive devices. In order to accomplish this requirement and to properly measure this essential parameter, the Phantom 2512 from Vision Research is the only high-speed camera that will meet the requirements of the FBI. Technical Requirements - See attached Sole-Source Justification This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, January 12, 2016, by email to the attention of Jerry Varnell, Contracting Officer, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
