Description
Redacted CJ&A 11-223777 •1. The Naval Air Systems Command (NAVAIR) awarded a Sole Source Delivery Order under Basic Ordering Agreement (BOA) N00019-12-G-0006 with the Bell-Boeing Joint Project Office to address the Recurring Engineering required to incorporate the V-22 Rapid Ground Refueling (RGR) System onto MV-22, Block A aircraft, being modified into a Block B configuration via forced retrofit. Incorporation of the RGR System will facilitate the ability for the V-22 to refuel on-ground in a rapid manner. The requirement was be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing is the sole developer, designer, manufacturer of the V-22 Tilt Rotor aircraft and is the only known source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule. Bell Boeing has been contracted previously for the forced retrofit Non-Recurring Engineering and Recurring Engineering efforts to incorporate the RGR onto Block B/C/10/20 V-22 Osprey Aircraft.
