Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Subject: Special Focus Event (SFE) Master Exercise Practitioner (MEP) Services Questions Due: 29DEC2015 @ 1300 Central Standard Time Send all questions to zachary.r.tevis.mil@mail.mil and Christopher.m.robbins18.mil@mail.mil Do not call with questions. Applicable NAICS code: 541690 Size Standard: $15.0 million 2. CLIN structure for the solicitation and subsequent award: CLIN 0001, NTE Qty. 400 Hours Master Scenario Events List Development (Lead): Lead the development of the Master Scenario Event List (MSEL), starting at the Mid-Planning Meeting with delivery at the Final Planning Meeting (FPM). Additional edits and finalization will occur after the FPM and prior to the Table Top Exercise/Rehearsal of Concept (TTX/ROC). The MEP will serve as primary lead during the exercise MSEL Development Workshop. Utilizing the established scenario, the MSEL must incorporate all aspects of the exercise accounting for Military Units, Civilian Agencies, and Remote Site participants, and inputs in the form of injects and MSEL structure from participants and other agencies. CLIN 0002, NTE Qty. 80 Hours Exercise Plan Development (Lead): Lead the development the Exercise Plan, ensuring compliance with HSEEP standards and best practices and ensuring incorporation of requirements and objectives of all participating agencies. Must account for all aspects of the exercise. The Core Planning Team will assist in the development of the Exercise Plan. CLIN 0003, NTE Qty. 40 Hours Evaluation Plan Development (Assistant): Assist in the development of the Evaluation Plan for participating agencies/units. The Evaluation Plan must integrate tools and evaluation methods required by both military and civilian participant agencies and support identified exercise and agency objectives. The Evaluation Plan will be the primary guidance for all exercise evaluation. CLIN 0004, NTE Qty. 100 Hours Exercise After-Action Review/Improvement Plan/TTX ROC After-Action Review (Lead): Lead the completion of the Exercise After-Action Review/Improvement Plan (AAR/IP) following the guidelines and principles of HSEEP. The AAR will apply to all participants in the exercise. The core planning team will assist with writing the exercise AAR/IP, however the MEP will serve as lead for its completion. CLIN 0005, NTE Qty. 30 Hours Mid Planning Meeting (3 days): 12-13 January 2016 at Armed Forces Reserve Center, Madison, WI. Assist Core Planning team as a work group lead with special focus on MSEL development and integration of participating agencies (Military and Civilian) into one cohesive MSEL and Exercise Plan. CLIN 0006, NTE Qty. 48 Hours Master Scenario Events List Work Shop (4 Days): 09-11 February 2016, Madison, WI. Assist Core Planning Team with MSEL development and create final product. Primarily responsible for creation of final MSEL workbook. MSEL must support exercise scope and design. MSEL must fully integrate all participating agencies and account for remote exercise locations. Must integrate National Guard Chemical, Biological, Radiological, Nuclear Response Enterprise (CRE) units and meet National Guard and National Guard Bureau requirements for CRE collective training and exercises. CLIN 0007, NTE Qty. 30 Hours Final Planning Meeting (3 Days): 15-16 March 2016, Volk Field, WI. Assist Core Planning team as a work group lead with special focus on MSEL validation and Exercise Plan Completion. CLIN 0008, NTE Qty. 24 Hours Miles Paratus Table Top Exercise/Rehearsal of Concept (2 Days): 20 April 2016, Volk Field, WI. Assist Core Planning Team in the delivery of a table top exercise focused on Department of Military Affairs leadership and senior executive decision points, with a severe weather event focus which resulted in a complex catastrophe. CLIN 0009, NTE Qty. 96 Hours Miles Paratus Exercise & Set-Up (8 Days): 3-10 June 2016, Volk Field, WI. Assist Exercise Control in the setup, execution, and wrap up of the Miles Paratus Exercise. Primary function will be to serve in Exercise Control as a subject matter expert regarding exercise progression and MSEL execution. Provide dedicated assistance in the execution of the evaluation plan in preparation for completion of the exercise AAR/IP. CLIN 0010, NTE Qty. 200 Hours County Table Top Exercises (5 Days): Dates TBD. TTXs will be held in five counties (Jackson, Jefferson, Dane, Walworth, Monroe). Participate at all County TTXs and assist core team with TTX facilitation. Serve as lead on County TTX after action review and create AAR product for each County. EVALUATION OF AWARD: The Government's intent is to award one contract to the responsive and responsible bidder with the lowest total cost for all line items. In the event sufficient funds are not available to award all line items, the Government will determine which line items will be awarded in its best interest. Unfunded items will be carried as Options with the possibility of funding as budget becomes available. See OFFERORS QUALIFICATIONS for specifics regarding responsibility determination. 5. OFFERORS QUALIFICATIONS (FAR 9.104 1 and 9.104 2): To be determined responsible for award, the apparent low offeror will be evaluated to support a Determination of Responsibility. To establish its responsibility, the apparent low offeror shall submit a statement regarding previous experience in performing comparable work and resumes of work force to be used in performing the specified work. This evaluation may consider the following minimum qualifications, performance and experience factors: 1. General requirements for determining responsibility: 1.1 Comply with Paragraph 8.3 Special Qualifications of Performance Work Statement to Include proof of certification 1.2 Prior participation in at least three (3) State or Regional level Special Focus Events 1.3 All staff must be well versed in Chemical, Biological, Radiological, Nuclear and High Yield Explosive (CBRNE) Enhance Response Force Package (CERFP) operations and all governing regulations 6. Contractor shall submit a PRICE PROPOSAL breaking out estimated number of hours and an hourly rate for each CLIN. The number of hours in your proposal will be a Not to Exceed (NTE) number of hours. The Government will only pay for hours actually worked in conjunction with this contract. Contractor will be allowed to submit a monthly invoice with a break out of actual work and number of hours performed. The Travel CLIN 0012 can be priced as 1 each with a not to exceed dollar amount. Travel should be itemized by event to show how your estimated travel amount was arrived at. Travel will only be reimbursed per the Joint Federal Travel Regulation.
