Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on January 12, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $25 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value to the Sir Francis Drake Boulevard and Limantour, Lighthouse, and Chimney Rock Roads & Pavement Preservation project in which you performed ( as the prime contractor ) superpave hot asphalt concrete, roadway excavation and embankment, pulverizing, chipseal, micro-surfacing, asphalt cub, concrete curb and gutter, and drainage improvements. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: CA FLAP CR109(1) Sir Francis Drake Boulevard & CA FTNP PORE 10(4), 200(1), & 201(1) Limantour, Lighthouse, and Chimney Rock Roads & Pavement Preservation This project will consist of roadway resurfacing, restoration, rehabilitation, and reconstruction of approximately 12.9 miles of roadway and pavement preservation of approximately 20.9 miles of roadway within Point Reyes National Seashore (PRNS) in Marin County, California. Rehabilitation and reconstruction is included on 12.0 miles of Sir Francis Drake Boulevard (SFDB) from Pierce Point Road to Chimney Rock/Lighthouse Roads, and on 0.9 miles of Chimney Rock Road. Pavement preservation is included on 7.5 miles of Limantour Road, 1.5 mile of Lighthouse Road and 11.9 miles of various roadways and parking areas within PRNS. Principle work items include 42,000 tons of superpave hot asphalt concrete pavement, 18,000 cubic yards of roadway excavation and embankment, 17,000 cubic yards of subexcavation, 22,000 tons of roadway aggregate, 145,000 square yards of pulverizing, 290,000 square yards of asphalt surface treatment (chipseal), and 52,000 square yards of micro-surfacing. Additional work includes replacement of the two existing 84-inch culverts at the Schooner Creek crossing of SFDB with a bottomless structure, additional drainage improvements including culvert cleaning, lining and replacement, reconstruction and rehabilitation of multiple parking areas, 20,000 linear feet of asphalt curb, and 2,800 linear feet of concrete curb and gutter. All of the work is occurring in cultural and natural resource sensitive areas. Great attention to detail will be required in achieving customer satisfaction in areas of road construction, traffic control and timely completion of work. The anticipated advertisement date for the project is February 2016 and the anticipated completion date is November 17, 2017. The estimated price range is between $ 15,000,000 and $25,000,000.
