The FAA encourages interested vendors to review this list for teaming considerations, as teaming will be allowed for the DVARS contract. (End of Annoucement) _____________________________________________________________ This Public Announcement “ Pre-Screening Information Request (Pre-SIR) notice is for the forthcoming Federal Aviation Administration ™s (FAA) Screening Information Request (SIR) - Request for Qualifications (RFQ) and Request for Offer (RFO) for the National Airspace System (NAS) Data Visualization, Analysis, and Reporting System (DVARS) and related support requirement. This notice is being posted as a Pre-SIR in accordance with the FAA ™s Acquisition Management System (AMS), Section 3.2.1.3.8: Pre-Release of Documents. Purpose: This follow-up notice to the previous Market Surveys (posted on the FAA Contract Opportunities (FAACO) website on August 9, 2013 (#14755) and May 5, 2015 (#20857)) is to provide additional information on the upcoming procurement and to seek industry feedback that will assist the FAA in completing the final FAA SIR package for release. The FAA wishes to thank those interested parties submitting comments to the previous market surveys. All comments received were reviewed and considered. Description of Required Services: This acquisition is intended to replace the aging Performance Data Analysis and Reporting System (PDARS) System currently under contract expiring in June 2016. The current PDARS System is a contractor operated system unavailable to the FAA for use in future competitive acquisition. This acquisition is intended to deliver a government-owned processing system to provide quality, analysis ready National Airspace System (NAS) data. The acquisition will also deliver Visualization, Analysis, and Reporting products, services and capabilities to meet the user needs currently provided by the PDARS contract Nature of the Procurement: The Federal Aviation Administration ™s (FAA) DVARS Program Management Office intends to release the forthcoming SIR “ RFQ and SIR “ RFO as an unrestricted open competitive procurement. The FAA is contemplating award of a single hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a mix of Firm Fixed Price (FFP), Cost Plus Incentive Fee (CPIF), and Time and Materials contract line items (CLINs). The period of performance seven years (a two year base period and five one-year option periods). NAICS Code: The North American Industry Classification System (NAICS) code for this requirement is 541512, Computer Systems Design Services with a size standard of $27.5. Upcoming SIR-RFQ Release: It is anticipated that a final SIR-RFQ will be issued in January 2016. FAA Draft Statement of Work and other Draft Documents: This pre-SIR includes selected sections of the anticipated SIR-RFQ and SIR-RFO package as follows: Revised DRAFT Statement of Work (SOW) DRAFT Section L, œInstructions, Conditions, and Notices to Offerors DRAFT Section M, œEvaluation Factors for Award DRAFT SIR Phase 1 Pre-Qualifications DRAFT Requirements Compliance Matrix DRAFT Requirments Document Interested Parties List Interested Parties form Disclaimers: This is not a SIR- RFQ or SIR “ RFO of any kind; The attached documents are provided to inform prospective Offerors of the objectives and requirements relating to the FAA ™s upcoming procurement. The attached Pre-SIR documents are in draft form but continue to provide substantial representation of the FAA requirements and are currently being released for information purposes only. Interested vendors are invited to review the attachments provided and submit any comments as described below. Firms are asked not to provide marketing materials, capability statements, or proposed approaches. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; therefore any costs associated with the market survey submittal is solely at the interested vendor ™s expense Interested vendors who wish to be added to the Interested Parties list should complete Attachment 5 and return to my attention. Correspondence: If interested Offerors wish to provide comments or feedback on the FAA technical requirements, the information should specifically reference the Section / Page Number / Requirement Number. This information will also be used improve the quality of the forthcoming acquisition, inclusive of the SIRs and resulting contract.
