Description
DAM Capabilities DAM Statement of Work / Deliverables (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 and Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is set aside for small businesses only. (ii) The solicitation number is HHS-NIH-NHLBI-CSB-HO-2016-058-CDB and the solicitation is issued as a request for quote (RFQ). Offerors shall submit their quotes no later than 1:00 p.m. Eastern Standard Time(EST) on Wednesday, January 20, 2016. (iii) The solicitation document, the incorporated provisions and clauses are those in the Federal Acquisition Circular 2005-85, effective January 04, 2015 (including FAC 20015-86 effective December 30, 2015 and January 1, 2016. (iv) The associated North American Industry Classification System (NAICS) code for this procurement is 511210 and the small business size standard is $38.5M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. PURPOSE: The purpose of this requirement is to procure a Digital Asset Management (DAM) solution for organizing and sharing media files and images owned throughout NIH.   (v) Background: The Office of Science Policy, Engagement, Education and Communication (OSPEEC), a branch of the Office of Management at the National Heart, Lung, and Blood Institute (NHLBI), requires a Digital Asset Management (DAM) solution for the purpose of organizing and sharing media files and images owned throughout NIH, currently located on multiple hard drives, computers, network servers into one repository and for use with internal NHLBI customers, the public facing site, and aligns with the NHBLI Strategic Vision. There is no prior acquisition history or information regarding a DAM. The NHLBI's Information Technology Applications Center (ITAC) is procuring a Digital Asset Management (DAM) product to meet the needs of both its own web production team as well as the needs of OSPEEC to enable both groups the ability to manage tasks and decisions surrounding the use, annotation, cataloguing, storage, retrieval and distribution of digital assets. The DAM solution will accommodate and manage all of NHLBI's digital assets, including automated interfaces to the apps that can "discover" them in real time, automatic integration with NHLBI's tools. Those tools include, but are not limited to Drupal, SharePoint 2013, Microsoft Office 2013, Active Directory and IE version 11. The ultimate desired outcome is for the DAM to manage all NHLBI digital assets in one repository that is accessible by the press, internal NIH and the public via an on-premises digital library managed by OSPEEC. To facilitate use and adoption, OSPEEC will need implementation and support services. CONTRACTOR REQUIREMENTS: See attached statement of work and deliverables for specific contractor requirements. (vi) Period of Performance: Base: 1 year (12 Months) Option Period 1: 1 year (12 Months) (vii) The provision FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and is hereby incorporated by reference. (viii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition and is hereby incorporated by reference. Quotes will be evaluated in accordance with FAR 13.106 based on price and technical capability in a best value determination. Technical capability will evaluated based on meeting the requested capabilities outlined in attachment 2. Options will be evaluated in accordance with FAR Clause 52.217-5, Evaluation of Options. (ix) In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, Offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. (x) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition. Offerors shall submit their questions no later than 3:00 p.m. Eastern Standard Time (EST) on Monday, January 11, 2016. Offerors shall submit their quotations no later than 1:00 p.m. Eastern Standard Time (EST) on Wednesday, January 20, 2016. The quote must reference the Solicitation Number: HHS-NIH-NHLBI-CSB-HO-2016-058-CDB. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. This acquisition is set-aside for SMALL BUSINESSES. Quotes must be emailed to the Contract Specialist, Chris Bocus at chris.bocus@nih.gov; Quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Faxed proposals will NOT be accepted. All quotes shall contain the following: 1. Name of Contracting Organization; 2. Solicitation Number; 3. Contract Type; 4. Total Contract Value and Discounts; 5. Description of Requirement; 6. Contracting Specialist's Name and Telephone Number; 7. North American Industry Classification System (NAICS) Code; and 8. DUNS Number.
