- Project Title: Transitioning NTIA's IANA Stewardship Role This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. The purpose of this notice is to: (1) identify organizations with the requisite qualifications to meet the requirements of the item stated herein, and (2) Interested businesses, organizations, and academic institutions that believe they are capable of meeting the requirements outlined in the below synopsis and qualifications statement should submit electronic copies of their capability statement. If at least three qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). The specific purpose of this Sources Sought Notice is to determine if there are qualified entities, within the parameters identified above, that are capable of meeting the requirements of the following synopsis. Summary of Requirement: NIST, is seeking information on behalf of National Telecommunications and Information Administration (NTIA) on the availability of sources capable of conducting an independent review and assessment of a non-profit corporate governance structure designed for a multistakeholder setting in support of NTIA's broader evaluation and assessment of the proposal to enhance the Internet Corporation for Assigned Names and Numbers (ICANN) accountability related to the Internet Assigned Numbers Authority (IANA) Stewardship Transition. Currently, the Internet Corporation for Assigned Names and Numbers (ICANN) performs these functions called the Internet Assigned Numbers Authority (IANA) functions under contract to NTIA. These functions include maintaining and updating the root zone file for top-level domain names, the so-called address book of the Internet. Please limit responses to four (4) pages. The following information is requested to be provided as part of the response to this sources sought notice: 1. Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2. Any information on the company's Socioeconomic Status (as defined by the Small Business Administration). 3. Description of your organization's capabilities, experience and qualifications as they relate to the services described in this notice, including: Experience and proven capability of performing an independent review and assessment of a non-profit corporate governance structure designed for a multistakeholder setting. Utilization of commercial frameworks such as the Committee of Sponsoring Organizations of the Treadway Commission Internal Control-Integrated Framework (COSO framework) or the International Organization for Standardization's quality management principles (ISO quality management principles) to evaluate review and assess proposals to enhance the Internet Corporation for Assigned Names and Numbers (ICANN) accountability related to the Internet Assigned Numbers Authority (IANA) Stewardship Transition. Knowledge and thorough understanding of NTIA's five core goals for the IANA Stewardship Transition: support and enhance the multistakeholder model; maintain the security, stability, and resiliency of the Internet domain name system; meet the needs and expectations of the global customers and partners of the IANA services; maintain the openness of the Internet; and not replace NTIA's role with a government-led or an inter-governmental organization solution. Ability to evaluate for reasonable assurance that is consistent with accepted principles of good corporate governance and accountability. Understanding of ICANN, a California-based, nonprofit corporation which currently performs the IANA functions and manages these technical functions through a governance model in which a multistakeholder community-interested parties from all over the world and from multiple sectors and industries, including technical, government, business, and public-interest organizations-develop policies that support how the Internet domain name system is operated. Staff with relevant corporate governance review and assessment experience. 4. A description of your organization's previous experience providing the services described in this notice. 5. Any other relevant information that is not listed above which the Government should consider in developing its specifications and finalizing its market research. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract(s). Any proprietary information should be so marked.
