- N66604-16-R-0745 DRAFT STATEMENT OF WORK - SOURCES SOUGHT ATTACHMENT # 1 NUWCDIVNPT Code 1535, FLEET SENSORS & CABLES ENGINEERING BRANCH Sources Sought # N66604-16-R-0745 Dated 05 January 2016 PURPOSE/DESCRIPTION This Sources Sought Synopsis announcement is being conducted to identify potential sources that possess the technical capability, facilities/equipment and qualifications to meet the Government's minimum needs for the manufacturing, testing, packaging, and delivery of CW-1181D, CW-1181E and CW-1147 domes. The Government will provide drawing packages upon request; however, they are for informational purposes only. In order to receive Drawings, offerors must be registered according to DOD Joint Certification Program (JCP). See website http://www.dlis.dla.mil/jcp for further information. The drawings are attachments to this posting. MINIMUM REQUIREMENTS • The contractor shall manufacture, test, package, and deliver CW-1181D, CW-1181E and CW-1147 domes, and associated baseplates and mounting hardware which meet the requirements of the applicable documents: 3.1 NAVSEA Drawing No.53711- 04825001, 3.2 NAVSEA Drawing No. 53711-7487557, 3.3 NAVSEA Drawing No. 53711-7634159, 3.4 NAVSEA Drawing No. 53711- 04825002, 3.5 NAVSEA Drawing No. 53711-7487562, and 3.6 NAVSEA Drawing 50225-00266MN. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential small businesses capable of providing the products and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The contractor must be able to meet the minimum requirements. The NAICS for this requirement is 325212 with a size standard of 1,000 employees. This procurement is follow-on to contract N66604-05-D-0134 which was solicited on a 100% small business set-aside basis. The incumbent is Globe Composite Solutions, LTD. All interested small businesses are encouraged to respond. The results of this Sources Sought will be used to determine the method of soliciting this requirement, i.e., 100% set-aside for Small Business, Sole Source, or on an unrestricted basis. After review of the submitted Sources Sought, NUWCDIVNPT will release a Synopsis to Industry regarding the acquisition strategy/decision (i.e. Unrestricted, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Service Disabled Veteran-Owned Business Set Aside, Sole Source) prior to release of the final Request for Proposal (RFP). It is anticipated that the RFP will be posted in March 2016. The resulting Contract will use Firm Fixed Price (FFP) provisions. It is requested that interested businesses respond with a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum, graphical data to support the narrative is encouraged) demonstrating their ability to meet the minimum requirements to Rosemary Beckmann, Contract Negotiator, at rosemary.beckmann@navy.mil, or via fax at (401) 832-4820, by 14:00 EST 1/15/2016. Questions or comments must be submitted by 1400 EST on 1/12/2016. Absolutely no requests for extensions will be honored. Late responses will not be considered. The Technical Capability Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. • Name of Company and address • Confirmation of Company size status under NAICS Code 325212 • Ownership, including whether: Small, Small Disadvantaged (SDB), 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business • Two points of contact, including: Name, title, phone, and e-mail address • CAGE Code and DUNS Number Section 3: Past/Current Performance. Provide one (1) example of prior/current corporate experience providing similar technical capability within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the item described herein. Section 4: Technical Response. Provide a detailed technical response that addresses the Government's minimum requirements: • Statement regarding contractor's capability to obtain a facility clearance at the confidential level. • Statement regarding capability to obtain the required industrial security clearances for personnel. • Contractor's expected period of performance from Contract award to delivery of CW-1181D, CW-1181E, CW-1147 domes. • The potential offerors shall describe the test facilities and equipment to which they have access in order to meet the procurement requirements. If the potential offeror does not own its facilities and equipment, the offeror shall provide evidence that it will have a commitment or an arrangement to rent, purchase or otherwise acquire the needed facilities and equipment.
