- Contracting Office Zip Code: 28403 Product or Service Code: S207 NAICS Code: 921190 Contracting Office Address: 69 Darlington Avenue, Wilmington, North Carolina 28403 Subject: Vector Control Program with Pender County AIWW, Onslow County AIWW, New Hanover County Wilmington Harbor/Cape Fear River, New Hanover County AIWW, Brunswick Wilmington Harbor/Cape Fear River, Brunswick County AIWW Proposed Solicitation Number: W912PM-16-R-0006 Closing Response Date: 20 January 2016 Contact Point or Contracting Officer: Carol Jayroe, Contract Specialist Description: Vector control services for calendar year 2016 at seven (7) dredge material disposal sites in Onslow, Pender County, Brunswick, and New Hanover Counties North Carolina, located adjacent to the Atlantic Intracoastal Waterway and Wilmington Harbor. This acquisition will be processed in accordance with FAR 15.002(a). The North American Industry Classification System code is 921190, Other General Government Support. Small business size standards are not established for this sector. Establishment in the public administrative sector are Federal, State, and Local government agencies which administer and oversee government programs and activities that are not performed by private establishments. Only one award will be made for each site, as a result of this sources sought. Each contract will be awarded as a firm fixed price type contract. The Period of Performance shall be between January 25, 2016 and January 24, 2017, and may include four option years. The Wilmington District, Operations Division monitors and maintains over 300 miles of federal navigation channels within the Atlantic Intracoastal Waterway (AIWW) in North Carolina. A significant amount of the dredge material removed from these channels are placed within upland disposals areas adjacent to the AIWW. The disposal areas are diked structures which contain large amounts of standing water, which is an ideal breeding habitat for mosquitos. Brunswick, New Hanover, Onslow, and Pender Counties maintain the State of North Carolina's Division of Water Quality (NCDWQ) permits and Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) Program permits for conducting this type of work and is staffed with qualified licensed applicators. The County has jurisdictional responsibility for treating the entire county, so it is personally vested in maintaining this program in order to protect the health and welfare of its citizens. Therefore, this joint program leverages the significant investments by each entity to accomplish the overlapping goals and responsibilities of both. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information must be furnished in writing and must contain sufficient detail to allow the USACE (Contracting) Wilmington District to determine if it can meet the above unique specifications described herein. Any capability statements must be received in the Contracting Office of Acquisitions on or before 5:00 PM EST on January 20, 2016 through email. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
