- Sole Source Justification (SSJ) Contract Data Requirement Lists (CDRLs) Statement of Work (SOW) This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as a supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is N66604-16-Q-0385. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a requirement for technical support services in the field of biofouling control using infused I2 air. NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to Florida Institute of Technology, Inc. (FIT), 150 W University Blvd OFC, Melbourne, FL 32901 (Cage Code 3B476). FIT has frequently partnered with the Department of Defense DoD and Office of Naval Research (ONR) for similar studies and is the only known source with the required test vessel in a warm water environment, experienced dive support and expertise in image analysis of biofouling data. The required items are as follows: CLIN 0001 Services to provide field survey support, monitoring and maintenance of the aeration systems, data analysis of underwater images, and monthly reports at FIT Center for Corrosion and Biofouling (CCBC) in accordance with attached Statement of Work (SOW) and Contract Data Requirements Lists (CDRLs), 1 JOB. Period of Performance: 02/01/2016 through 07/31/2016 This requirement is an unrestricted sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS is 541712; the size standard is 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers must contain per diem, travel expenses, labor rates and materials. Performance of this requirement is to take place at Florida Institute of Technology (FIT), Center for Corrosion and Biofouling Control (CCBC), Port Canaveral, FL (32920). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Quotes received after the closing date and time specified will be ineligible for award.
