Description
Regional Business Center The U.S. Army Corps of Engineers, Fort Worth District has a requirement for non-personal services contract to provide Regional Business Center Program Support to the Corps as defined: Oracle Financial Analyzer (OFA) is the current reporting system for the Corps of Engineers Civil Works (CE CW) program and the Corps of Engineers Manpower Requirements System (CEMRS). Oracle de-supported OFA in Dec 2010 and is expected to be retired from the Corps systems during FY16. Applications that are required to be used are as follows; Oracle Financial Analyzer, Oracle General Ledger, Oracle Express, Oracle Primavera P6, Enterprise Data Warehouse (EDW), P2, and On Line Analytical Processing (OLAP). Replacement tools are being developed for the CE CW modules and the CEMRS modules using Oracle's Application Express and Oracle's Hyperion Planning Plus (Hyperion). The new tools are scheduled to be fully deployed during FY16. The objective of the P2 OFA system is to support data analysis, budgeting, forecasting, and Enterprise Project Management (EPM) reporting functions across USACE that are not supported by other means. The ability to perform data analysis of the Corps Civil Works (CW) Mission is of major importance in order to validate data and project execution. The OFA system is interfaced with the Corps Financial Management System (CEFMS) nightly and needs to be validated each morning and at the beginning of each month. The proposed acquisition will be firm fixed price contract until the end of April 2016. The results of the market research will determine the type of business set-asides that will be utilized in the resulting Requests for Proposals.
