Description
SCOPE OF WORK Ultrasonic Console to include Washer and Rinser GENERAL REQUIREMENTS: The Government intends to enter into a Firm Fixed Price Contract for the Purchase of an Ultrasonic Console to include a Washer and Rinser. The Vendor shall provide one (1) each Ultrasonic Console Cleaner/Washer and Rinser with Dryer with Left to Right Workflow 20 gallon capacity, 208V/3PH/132Hz. The contract shall include one (1) each Installation of Ultrasonic Console. A three (3) year extended warranty to include all parts and service in addition to the manufactures one (1) year factory warranty to be delivered and installed at the Amarillo VA Medical Center at 6010 Amarillo Blvd. West in Amarillo, TX that meets or exceeds technical requirements listed below. TECHNICAL REQUIREMENTS: "Vendor must provide a complete Ultrasonic System as outlined below. "Vendor must provide a 1-year (12 month) standard coverage warranty with 3 year extended comprehensive warranty to include parts, service and any associated/required travel to the facility. "A local manufactured certified service representative shall respond in person to all requests for service within 12 hours of contracting the Vendor customer service. "Vendor must provide 2 copies of the service manual and 2 copies of the user's manual Vendor must provide three (3) references from either VA or non-VA healthcare facilities that can speak to the vendors installation, service and support as it relates to the submitted Ultrasonic Console (Washer and Rinser). The Ultrasonic Cleaning System must contain a console consisting of a cleaner, rinser and dryer. The ultrasonic must cavitate at 132kHz. This micromechanical scrubbing action is needed to efficiently and effectively clean both hard to reach internal passages and heavily soiled external surfaces of reusable medical equipment. The Ultrasonic Cleaning System must be able to ultrasonically clean and rinse lumened (cannulated) instrumentation with the use of appropriately sized quick connect adapters that fit both the ultrasonic trays and the instrumentation so that cavitation can occur throughout the internal cannula of the device; heat-sensitive instrumentation and delicate instrumentation. The unit must have an automated lift elevator, toe touch cycle start (hands-free), automatic fill to maintain water level and quality, port flushing attachments for lumened device flushing capabilities, reverse port flushing capabilities for instruments without ports and a touch pad with preprogrammed cycles. The Ultrasonic must be environmentally friendly that allows rinse water to be reused up to 12 cycles, thus drastically reducing the amount of water used by the system. The ultrasonic must be able to accept instrument lubricant during the rinse phase in order to assist in maintaining the longevity of the instruments. The ultrasonic must combine both large bubbles and small bubbles to assist with soil-removing and good penetration capability. The unit's electrical and mechanical specifications are as follows: Electrical Requirements: 208V/3PH/132Hz and the mechanical specifications are 70" L x 41 ½" x 42 ¼" ± 1"H and weigh no more than 1280 lbs during operation. The operational noise level can be no more than 75dB. The unit must be on casters for ease of movement for preventative maintenance issues or when cleaning underneath the machine is necessary. The unit must have removable stainless steel panels on all sides. The unit must be able to use cold and hot tap water. The compressed air feed is to be no more than 30-40PSI. The units operational cycle time for wash will be no more than 5 minutes and wash, rinse and dry time no more than 10 minutes. SITE IMPLEMENTATION: Devices will be shipped to Amarillo VAHCS. Installation will be completed with on-station plumbers in coordination with Technical Representative. Facility will provide appropriate utilities. Vendor shall provide all necessary labor and materials associated with: "One Year product warranty "Adjustments to equipment to ensure proper functionality "2 Operator's and 2 Technical Manuals Time to Completion: 30 Calendar days from Notice to Proceed. TRAINING: "Vendor shall provide hands on in-person training and education to the operators of the ultrasonic console (washer and rinser) in addition to any available manufactures training manuals for future educational reviews. This training will be coordinated with the Services Management and will be offered during normal Service business hours within 48 hours of the completion of installation. WARRANTY: One Year product warranty for the unit with an additional 3 year extended warranty to include parts and service. SELECTION CRITERIA: The following qualifications submitted by the vendor for this project will be evaluated based upon the following Evaluation Factors: Lowest Price Technically Acceptable 1.Equipment Specifications - The vendor proposes equipment that meets the specifications relative to project need. 2.Project Cost - The cost of each quote shall be evaluated. 3.References - Vendor must provide three (3) references from either VA or non-VA healthcare facilities that can attest to their experience with the vendors installation, service and support as it relates to the submitted Ultrasonic Console (Washer and Rinser). All references will be verified by the facilities subject matter expert. 4.The Vendor must be able to provide a local Manufactured Certified Service Representative (MCSR) for Service, Maintenance and warrantee. A MCSR shall respond in person, to all requests for service within 12 hours of contracting Vendor customer service. The Local Manufactured Certified Service Representative shall maintain a stocking level for all preventive maintenance and common serviceable parts during warrantee period. At no time during the warrantee period shall the equipment be nonoperational for more than 48 hours from the time customer service is contacted. The Vendor must provide the point of contact information for the MCSR and a copy of the Manufacturer's Certification with quote submission. 5.Vendor must provide specific documentation, such as but not limited to, statements, product brochures, technical drawings and specifications with the quote submittal so that Government Personnel can confirm that your product submission, warrantee and customer service conforms to this Scope of Work. Failure to provide the above information may cause the Government to consider your quote non-responsive and not eligible for award. The Government reserves the right to award without discussions and reserves the right to request clarifications about the documentation submitted. These clarifications will not be considered negotiations. No adjustment to the total price of the quote will be accepted after closing date on the Request for Quote.
