- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The intent of this notice is to identify potential offerors. The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, is currently seeking potential sources to perform a Firm-Fixed Type, Design-Bid-Build Construction contract for the Repair to Fuel Wharf M -802 Yokose Terminal (eProject #1322521), M-621 Iorizaki Terminal (eProject#13225190), 372 Akasaki Terminal (ePorject# 1322517), 374 Akasaki Terminal (eProject#1322518), Pier 170 Akasaki Terminal (eProject#1322496), Sasebo, Japan. The Fuel and Industrial Supply Center (FISC) waterfront facilities at Akasaki, Iorizaki, and Yokose in Sasebo, Japan were inspected between September and November, 2009. In addition to the routine inspections, a berthing analysis, survey, bollard pull testing, and geotechnical investigations were also undertaken. Brief Summary of Specifications: This project is to implement the design of repairs found in this specification and accompanying drawings. I.The following repairs to Pier 170 shall include but not be limited to: Removing and replacing existing Bollards P170-A and P170-M with new bollards and foundations. Remove existing Bollard P170-AA. Repairs to the pier structure include repairing spalls and cracks in the concrete deck and caisson. Replacement of a missing block underwater by filling with concrete. Cleaning and recoating and adding identification marks to the mooring hardware. II.The following repairs to Fueling Wharf 372 shall include but not be limited to: Upgrading the capacity of Bollard AKSW-2. Removing and replacing existing Bollard AKSW-3 with a new bollard and foundation. Repairs to the pier structure include repairing spalls and cracks in the concrete deck and caisson. Replacement of a missing stone coping block with a new stone coping block. III.The following repairs to Fueling Wharf 374 shall include but not be limited to: Upgrading the capacity of Bollard AKSW-1. Adding a new bollard and foundation. Repairs to the pier structure include repairing spalls and cracks in the concrete deck and caisson. a. Cleaning and recoating mooring hardware. IV.The following repairs to Fueling Wharf 621 shall include but not be limited to: Removing 6 bollards and replacing with 10 ton cleats. Removing and replacing existing mooring rings with new mooring rings. Repairs to the pier structure include repairing spalls and cracks in the concrete deck and block wall. Cleaning and recoating mooring hardware. V.The following repairs to Fueling Wharf M-802 shall include but not be limited to: Repairs to the pier structure include repairing spalls and cracks in the concrete deck and caisson. Cleaning and recoating mooring hardware. Please see the attached DRAFT Specifications, Attachment (a)_Consolidated_Part2 and 5final, Attachment (b) _DWG_M802_M621_372_374_170, for more details. Note: P170-GG is NOT a part of the current requirement and will be removed from the specifications/drawings prior to release of any solicitation. Construction Quality Management (CQM) Training for Contractors: NAVFAC Far East, PWD Sasebo intends to conduct the CQM Training for Contractors prior to solicitation or prior to close the solicitation. Contractors are encouraged to register for the CQM training in order to meet NAVFAC Far East, PWD Sasebo contract requirements. In order to facilitate the CQM Training course planning, please provide the number of individuals interested in the CQM Training on the Attachment 1: Questions, Comments, and CQM Training Interest. NAVFAC Far East, PWD Sasebo is interested and open to making changes/improvements to the requirement in order to increase interest in this project. If you have any recommendations on how to change/improve the requirement in a way that would increase interest, please provide any comments/recommendations/questions on Attachment 1: Questions, Comments, and CQM Training Interest. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (Asia NECO) at https://asia.neco.navy.mil when it is posted in approximately February or March 2016. Contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. Interested contractors not already registered in the SAM database are highly encouraged to do so http://www.sam.gov. Registration in SAM is free. Submission Instructions: Interested contractors are invited to submit a response to this Sources Sought Notice by 12:00 p.m. Japan Standard Time on 22 January 2016.
