- Description
- NASA/GSFC intends to execute a one-year extension to the current Facilities Construction, Engineering, and Technical Services (FaCETS), NNG11AZ08C, during the competitive process for the award of the FaCETS III follow-on procurement. The contract is for a multitude of services associated with facility design and construction and other related technical services for Goddard Space Flight Center (GSFC). The facilitys design and construction work can be described as construction, modification, or rehabilitation of facilities, varying from routine general construction to installation of complex special test or laboratory systems. It includes work on building interiors and exteriors, including, but not limited to, architectural, structural, electrical, mechanical, environmental, and fire protection (detection and suppression). This requirement also includes civil site work and both underground and surface site utility system work. The extension of the period of performance will be from April 19, 2016 through April 18, 2017. PTSI Managed Services, Inc. will continue to provide these services to GSFC for the one-year extension. If GSFC attempts to procure these services from open sources for this interim period, several ongoing efforts would be negatively impacted as a result of: 1) delay due to the competitive process; 2) time required to transition to a new management team; 3) time required to coordinate new staffing levels and schedules; and 4) delays resulting from a new contractors efforts to become familiar with new work requirements and systems. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 19, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
