- Notice of Proposed Contract Action (NOCA) for Radarsat-2 Certification at Eagle Vision (3) and (EV) 6 Procurement Instrument Identification Number: FA8730-16-M-0005 Agency: Department of the Air Force Office: Air Force Materiel Command Location: AFLCMC/HBBI - Air Force Life Cycle Management Center Added: 4 January 2016 Classification Code: 58 -- Communication, detection, & coherent radiation equipment Synopsis: This announcement constitutes a Notice of Proposed Contract Action from the Battle Management Directorate, Intelligence Systems Operations Command and Control Division (AFLCMC/HBBI) Hanscom AFB, MA. AFLCMC/HBBI plans to negotiate a contract with MacDonald, Dettwiler and Associates Ltd. (MDA) for the Radarsat-2 certification at EV 3 located in San Diego, CA and EV 6, located in Huntsville, AL. The authority for the anticipated negotiated contract is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Interested persons may identify their interest and capability to respond to this requirement within 15 days of this publication. The Government will not pay for any information received in response to this notice nor pay for any costs affiliated with developing or delivering a response. This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
