- 52.212-5 Dec product list This notice is a Notice of Intent (NOI). The Government intends to negotiate on a sole source basis with Biolegend Inc. for commercial antibodies and reagents for ongoing scientific research. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-85 December 04, 2015. The North American Industry Classification System (NAICS) code for this procurement is 325414, Biological Product (except Diagnostic) Manufacturing, with a small business size standard of 500 employees. Biolegend Inc. is small business for the code. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Biolegend Inc. antibodies and reagents that will be used to study innate immunity to Tuberculosis in both mice and humans. The list of products are specifically selected for use with existing scientific protocols and cannot be substituted without negative effect to ongoing research. (see attached product list for details) Place of Performance: NIH, 9000 Rockville Pike, BLDG 04, RM: 407, Bethesda, MD 20892, United States. FOB: Destination The government intends to a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
