This is a Full and Open competition. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA8802-16-R-0002 is issued in accordance with FAR Part 12.603 - Streamlined Solicitation for Commercial Items & FAR Part 13.5 - Simplified Procedures for Certain Commercial Items. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective 1 January 2014. The North American Industry Classification System Code (NAICS) is 611430 - Professional and Management Development Training, and the size standard is $11 million. This solicitation is a Full and Open competition. This synopsis/solicitation will result in a firm-fixed-price contract. All responsible sources may submit a Proposal, which if received timely, will be considered by the Space and Missile Systems Center/ Operations and Specialized Contracts Office. Please read and comply with all requirements for submitting a Proposal. Failure to comply with all instructions contained within this notice could result in the Proposal being ineligible for award. It is the offeror's responsibility to ensure their Proposal meets all the requirements identified herein. GENERAL DESCRIPTION OF WORK: Space and Missile Systems Center Engineering Directorate is seeking contractor support to provide all labor, supplies, equipment, and facility to perform comprehensive educational and training services per the Performance Work Statement (dated 15 December 2015) to include but not limited to the following: instructional system development, course development and execution, training planning, documentation, course registration, web management, advertisement of courses, facilitation, classroom and online instruction, computer based training, in a contractor-provided facility in support of the training requirements established for the space acquisition mission of the Space and Missile Systems Center. Submit Proposals to the Technical Evaluation Criteria in compliance with the instructions listed in FAR 52.212-1 - Instructions to Offerors - Commercial items and its addendum (Attachment 2). SMC University Item Description and Schedule CLIN 0001 Base Year: Comprehensive Educational and Training service in accordance with the PWS 12 months x Price per Month: __________ = Total Price____________ (Period of Performance: 21 March 2016 - 20 March 2017) CLIN 1001 Option Year One: Comprehensive Educational and Training service in accordance with the PWS 12 months x Price per Month: ___________ = Total Price____________ (Period of Performance: 21 March 2017 - 20 March 2018) CLIN 2001 Option Year Two: Comprehensive Educational and Training service in accordance with the PWS 12 months x Price per Month: ___________ = Total Price____________ (Period of Performance: 21 March 2018 - 20 March 2019) CLIN 3001 Option Year Three: Comprehensive Educational and Training service in accordance with the PWS 12 months x Price per Month: ___________ = Total Price____________ (Period of Performance: 21 March 2019 - 20 March 2020) CLIN 4001 Option Year Four: Comprehensive Educational and Training service in accordance with the PWS 12 months x Price per Month: ___________ = Total Price____________ (Period of Performance: 21 March 2020 - 20 March 2021) _______________________________________________________________________________________________ Price proposal and the proposal volumes requested in accordance with FAR Clause 52.212-1 Instructions to Offerors and its addendum (attachment 2) must be received no later than 3:00 PM Pacific time, 2 February 2016 to the address and point of contact listed in the addendum to FAR 52.212-1 Instructions to Offerors (Attachment 2). Offers received after this date and time will be considered late and will not be considered unless the Contracting Officer determines that the criteria listed in FAR 52.212-1(f)(2)(i) are met. a. Price proposed must be firm-fixed-price. b. In accordance with FAR Part 4.1102, prospective contractors shall be registered in the System for Award management database prior to award of a contract for this requirement. In accordance with FAR Part 4.1201, prospective contractors complete electronic annual representations and certifications at the System for Award Management accessed via https://www.acquisition.gov as part of required registration. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Alt I), must be completed. 52.212-3, with its Alt I (Attachment 2) shall be completed and submitted as part of the proposal (reference the addendum to FAR Clause 52.212-1 - Instructions to Offerors (b)(6)(ii)).
