- Application Form AID 302-3 Vacancy Announcement for the Environment and Natural Resources Management (E/NRM) Senior Technical Advisor USAID’s Natural Resource Management project works to improve stewardship of natural resources (Development Objective 2, IR 2.3). Tanzania is one of the most biodiverse rich countries in Africa. It also remains one of the poorest countries on earth. Despite slow but steady improvement in economic growth, as well as significant areas under protected status (approximately 38% of the country), the combination of wide-spread poverty, particularly in rural areas around those protected areas, creates a dangerous situation of the often complex battle between conservation and basic human survival. The dual linkages between poverty and environmental degradation are well documented, and in a country like Tanzania with a deforestation rate of over 400,000 hectares/year, and widespread rural poverty where about 40 percent of the population lives below the national poverty line, the unsustainable, and often illegal, utilization of natural resources flourishes.USAID/Tanzania’s approach emphasizes the landscape-scale (ecosystem-wide) intervention as well as partnerships between government and civil society to support and inform a participatory and transparent reform process. The Natural Resources Management (NRM) project’s accomplishments over the years have earned USAID a leadership role among donors working in the wildlife; Water, Sanitation and Hygiene (WASH); Global Climate Change (GCC) and Coastal Resources sectors. The Senior E/NRM Technical Advisor will provide leadership and advice on the full range of conservation and development activities and monitoring and evaluation (M&E) functions for the NRM Team. S/He will work at a senior level in a high-priority USG foreign assistance program that requires knowledge, experience, maturity, and an ability to function independently under a complex, highly demanding, frequently changing environment. The Senior Technical Advisor will provide managerial oversight and technical advice to support overall programming and the implementation of the USAID’s integrated NRM project activities through a combination of bilateral agreements and buy-ins to the USAID/Washington implementing mechanisms/ agreements.
