Description
We hereby provide the questions and answers received from potential offerors: Q1. Is this an 'all-or-nothing' request or will partial quotes be accepted? A.1 Partial quotes will be accepted. However, if other quotes for the complete equipment list are received, they are acceptable technically and reasonably priced, it may be determined to be in the Government's best interest to award on one of those proposals. Q2. How will export licenses be handled / who will be responsible? A2. The reply from post is: Department of State PART 126-GENERAL POLICIES AND PROVISIONS 5126.4 Shipments by or for United States Government agencies. (a) A license is not required for the temporary import, or temporary export, of any defense article, including technical data or the performance of a defense service, by or for any agency of the U.S. Government (1) for official use by such an agency, or (2) for carrying out any foreign assistance, cooperative project or sales program authorized by law and subject to control by the President by other means. Q3. The equipment list covers almost everything needed for a SWAT team including the necessary MOLLE compatible pouches BUT is there no requirement for the actual vest or carrier? A3. This is correct and as intended. Vests were received from another Government program. Q4. Please clarify the 'door-to-door shipping by air'. Is the destination the airport or the Embassy / an Embassy designated warehouse? A4. Reply from post: The items are Personnel Protective Equipment (PPE), no lethal equipment. Items are to be shipped to the US Embassy Attn: RSO. GSO will clear the items thru Customs and deliver to the U.S. Embassy. Please note that this update does NOT extend the deadline for submission of quotes.
