Purpose and Objecti ves The purpose of this acquisition is to procure a part time Oral Surgeon and Residency Trainer to facilitate delivery of treatment and consultative services in the Dental Clinic as well as providing training to the Dental Clinics Oral Surgeon Residents. The NIDCR Clinical Director may request reports, performance evaluations from the contractor to access the overall clinical performance of the oral surgeon for credentialing evaluation purposes. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to make a single-sole source is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that Medstar WHC (Dr. Shastri), is the only vendor who can provide an Oral Surgeon who is both an accomplished Oral Surgeon, Residency Trainer, and is credentialed at the NIH to the NIDCR. There is only one (1) NIH credentialed Oral Surgeon/Residency Trainer, Dr. Shastri. This credentialing process takes several months at a great cost to the Government. In addition, Dr. Shastri has performed the services as an Oral Surgeon and Resident Trainer for the Dental Clinic for the past four (4) years, as such, if Dr. Shastri were to be replaced her patients would have to be completely reevaluated by another doctor negating four (4) years of patient relations and intimate knowledge of patient needs. Dr. Shastri has a comprehensive understanding of the complex patients and their unique conditions that bring them to the NIH. This experience is unique to the NIH as many patients have rare diseases, undiagnosed conditions, or participate in clinical studies that require an thorough understanding of conducting surgeries in the setting of a research protocol. This is NOT common at other hospitals or medical centers. Without the experience of Dr. Shastri in managing complex diseases and functioning within a research protocol, many protocols would be significantly delayed and the current relationship with multiple patients and investigators would be compromised. A sources sought was posted on FedBizOps (FBO) on 12/16/15 for a period of 13 days. No other vendors provided a capability statement.
