Description
This Request for Information (RFI) is for planning purposes only and is being used solely as a market research tool, in accordance with FAR 10.002(b). This is not a Request for Proposal (RFP), nor a Request for Quotation (RFQ), nor an Invitation for Bid (IFB), nor an announcement of a solicitation. Response is strictly voluntary and the Government will not provide any reimbursement for any response for the effort expended in the preparation of a response by any vendor. Submission of a response to this RFI notice will not affect any potential offeror's ability to submit a quotation/proposal in the future should funding become available and a solicitation be released. There is no solicitation document associated with this post. The purpose of the RFI is to seek information from potential sources capable of meeting a yet unfunded and non-specific requirement. Again, this is NOT a solicitation. This is a Request for Information only. The United States International Trade Commission (USITC) is conducting a market survey, seeking information from industry/vendors on its ability to provide a robust mobile handheld device solution that can support the Commission in its daily execution of its mission. Background The USITC is researching innovative handheld mobile device solutions to replace the dated installed mobile device base. The USITC uses an array of mobile handheld devices in the daily support of its mission. USITC staff travel both domestically and internationally and have a requirement for both voice and data services and applicable accessories. Current Environment The current handheld mobile device installed base at the USITC consists of 120 BlackBerry units (majority Bold 9930) running on version 5.04 of the BlackBerry Enterprise Software, 10 iPads, 2 cellular feature phones and, 2 mobile Wi-Fi hotspots. Information Sought The USITC is looking for vendors with core competencies and demonstrated experience in providing quality products and services that have, but are not limited to, the following capabilities: Devices - A suitable portfolio of device types and characteristics for interoperability/integration with the USITC network. All devices shall be capable of providing voice, e-mail and Internet communications both domestically and internationally. All devices shall be capable of Personal Identity Verification (PIV) authentication for user logon. Note: Due to the poor cellular signal strength within the USITC building at 500 E Street, SW, Washington DC 20436, repeaters will likely need to be installed to boost the signal strength of the wireless carrier. Remote Device Management - USITC centralized management and control of multiple functionalities, including: Account management (e.g. add, remove, delete, disable) Approved phone firmware and operating system (upgrade, revert) Approved applications (e.g. add, remove, delete, disable) Internet content management (e.g. block or approve access to web content based on category) Content management (e.g. only USITC data in a managed container, remote data management of that container, remover phone wipe, USTIC configuration settings that cannot be changed locally) Device resource restrictions (e.g. storage international use) Policy Management -Development, control and operations of USITC enterprise mobile access, connectivity, local operational control and security policy. Remote Security Management - The implementation and enforcement of Federal Information Processing Standard (FIPS) 140-2, level device encryption at rest or in transit, a product security baseline (phone and central management), and two factor authentication. The PIV card shall be used to sign and encrypt e-mail and to authenticate to the device Emergency access (e.g. 911) must be allowed without authentication. Submission Instructions/How to Respond Interested organizations responding to this RFI may provide a Capabilities Statement or other relevant information which will address the following. Please note that the Government is not seeking, nor will review, sales brochures, videos, and other marketing information materials. •· Businesses with the capabilities listed in the previous section are requested to submit information regarding a mobile handheld technical solution. •· Past achievements/experience with regard to the capabilities noted above; •· Cost estimates or Rough Order of Magnitude (ROM) may be provided. All responses must include the following information: •· Company name •· Company address •· Company business size •· GSA Schedule Contract Number, if any •· DUNS Number and Commercial and Government Entity (CAGE) Code •· Point-of-contact name, telephone number and e-mail address Interested organizations may submit a response to this RFI, with the information requested above, on or before 2:00 p.m., E.T. Thursday, January 14, 2016. Please submit all documentation to the USITC, Office of Procurement, 500 E Street, S.W., Washington, D.C. 20436, or send via email, in PDF or WORD format, to debra.bridge@usitc.gov. and michael.pigram@usitc.gov. Please include in the subject line of the email REQUEST FOR INFORMATION -Mobile Handheld Device Solution. Sources are discouraged from submitting any information deemed proprietary. However, if sources elect to submit proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become the property of the Government and will not be returned.
