- Draft SOW THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION TO BID NOTICE AND DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The National Institutes of Health, (NIH), Office of Extramural Research (OER), Office of Extramural Programs (OEP) within the Office of the Director (OD) is conducting this market survey to determine the availability and technical capability of qualified businesses, including small businesses, 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing professional, technical and administrative support. All responding firms are requested to identify their firm's size and type of business. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541512 Computer Systems Design Services and the Small Business Standard is $27.5 million. Firms must be a GSA Schedule contract holder. Teaming arrangements and joint ventures may be considered for any subsequent procurement based on the Government's market research. Background: The Office of Extramural Programs (OEP), Office of Extramural Research (OER), Office of the Director, NIH serves as the focal point for program policies and guidelines for NIH extramural research grants. The OEP consists of 6 components: Immediate Office of the Director (IMOD), Division of Biomedical Research Workforce (DBRW), Division of Scientific Programs (DScP), Division of Special Programs (DSpP), Division of Loan Repayment (DLR), and the NRSA Payback Service Center (NRSA PSC) with responsibilities to: • Advise the Deputy Director for Extramural Research (DDER), NIH, on matters pertaining to the development, implementation, promulgation, and management of polices and operations related to extramural research programs; • Conduct evaluations of NIH extramural programs, policies, and procedures; • Provide leadership, expertise, interpretation, coordination, and training and outreach to the extramural research community and NIH extramural staff in specific business areas including but not limited to: o Extramural program policy o Review policy o Biomedical research workforce (including research training and career development, scientific workforce diversity, and biomedical workforce modeling and labor economics) o NIH extramural staff training o Human research participant protections o Research integrity o NIH Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs o NIH Academic Research Enhancement Award (R15) programs o NIH Loan Repayment Program management • Receive, review, and publish Notices and Funding Opportunity Announcements for NIH Institutes and Centers (ICs) as well as other HHS operating divisions in the NIH Guide for Grants and Contracts, • Implement NIH-wide service requirements and administer the National Research Awards (NRSA) Payback Service Center; and • Represent OER on numerous permanent and ad hoc NIH, Departmental, interagency, and non-governmental committees concerned with extramural program activities. Project Requirements: OEP/OER expects to conduct a competitive acquisition and award a contract no later than February 2016. Responding firms must be capable of providing a wide range of skills and flexibility in support of the requirements below: • Support OEP senior leadership and staff to identify, develop, and implement technological solutions that enhance OEP's efficacy and business efficiencies and support Federal staff in the development and implementation of OEP's strategic and operational plan to meets its mission • Support the development of robust, usable, and efficient communication and outreach strategies and ideas to assist OEP in advancing its ability to provide timely, informative, helpful, accurate, accessible solutions and information to OEP stakeholders. A draft Statement of Work (SOW)/Performance Work Statement (PWS) is attached to this notice. Information Sought: Please submit the following information: Name and address of company and or companies (if there is a teaming arrangement) 1. Corporate capabilities - refer to experience list above 2. Relevant experience, including: • Contract name • Contracting Agency or Department • State whether you are/were the prime contractor or sub-contractor • Yearly contract value (in $$) • If you are/were a subcontractor, state your value (in $$) • Period of performance • Description of work and how it relates to the requirements, particularly as it relates to knowledge about NIH systems and polices. If you are a sub-contractor, describe the work you do as compared to the contract scope of work. 3. Suggested Contract Type for requirement • All responses should include a suggested contract type (Firm fixed price, Labor Hours/Time & Materials, etc.), and rationale which will provide the most cost efficient and technically effective approach to the contract performance 4. Submission requirements: a. Page limit - Five (5) 8 ½ x 11 pages b. 1 inch margins (top, bottom and sides) c. Times New Roman font - 12 point d. Page limitation does not include (1 cover page, 1 letter of introduction page, or 1 table of contents page) e. Do not include promotional materials Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). The capability statement shall be in sufficient enough detail, but not exceed 5 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of up to three customers (Government/non-Government) within the past 3-year period highlighting work similar in nature, scope, complexity, and difficulty and a brief description of the scope of work. Only electronic copies of capability statements will be accepted and should be emailed to Em'Ria J. Briscoe at briscoee@mail.nih.gov by January 15, 2016. NO TELEPHONE REQUESTS WILL BE ACCECPTED.
