Description
1. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The contractor shall provide all management, tools, supplies, equipment, transportation, and labor necessary to ensure that Annual Inspection and Testing, and Categorizing of the Fire Suppression Systems at Spangdahlem Air Base is performed and the fire suppression system is operational. Contractor must categorize the fire suppression systems and identify under which regulation, VdS or NFPA, is installed in each individual facility. Workload of systems and buildings to be categorized initially is shown paragraph 4.2. Additional buildings can be added with task orders up to the maximum amount of 100 buildings. Additionally, the contractor must provide a new inspection book (Prüfbuch) for all systems which do not have the original inspection book anymore. Contractor must be a VdS Accredited Installer Company for Fire Suppression Systems ( VdS anerkannte Errichterfirma für Feuerlöschanlagen ) and shall comply with all applicable federal, regional, state, and local laws commercial standards and manufacturer guidelines. 1.1. SERVICE REQUIREMENTS. 1.1.1. Scheduled Services. The Contractor shall provide annual inspection and testing, and categorizing on the fire suppression systems that are listed in the individual task orders. All services mentioned in this PWS will be coordinated through a Government Contracting Officer Representative (COR). The name and the telephone number of the COR will be given to the contractor at the time of contract award. The work shall be accomplished in accordance with (IAW) NFPA standards 11 through 17 and 72, German DIN EN 12845, German DIN EN ISO 9001:2000, VdS CEA 4001 standards and applicable manufacturer's instructions. If the system is connected to the installation fire department, the contractor and the COR shall notify the fire department that the system test is to be conducted at least 72 hours before the desired testing. Personnel at the end-user's facility have to be notified by the COR prior to conducting a test. Installed fire suppression systems located in areas that are inaccessible for safety considerations shall be tested at times coordinated with the COR. If systems fail the inspection because of minor damages, the contractor shall immediately notify the Contracting Officer. Upon gaining permission from Contracting Officer, contractor shall conduct minor repairs to make the system fit to pass inspection. The contractor is not authorized to make any repairs that exceed 100 Euro. Any repairs exceeding 100 Euro must be brought to the attention of the Contracting Officer (CO) for additional coordination/guidance. 1.1.2. Inspection Book. The contractor will provide a new VdS Inspection Book ( VdS Betriebsbuch für Feuerlöschanlagen ) to all systems which do not have the original inspection book, to all systems that require a new book because there is no more space to write down recent year's inspection results in the Basic Period and to all inspection books that only have space to write down the Basic Period results. Inspection books only last for 2 (two) years then they are filled up and need to be replaced. Therefore, contractor will also provide new inspection books for all systems in the 2 nd Option Period and in the 4 th Option Period. 1.1.3. Categorization. The contractor is required to categorize the fire suppression systems between VdS- or NFPA regulation to determine which regulation applies for inspection and maintenance of each system within each individual facility. The contractor shall perform categorization within the first three (3) months of the contract start date. Within three (3) months of contract start a detailed report shall be prepared and given to the COR. This report must determine which regulation has to be used to complete the inspection and maintenance in each individual facility. 1.1.3.1. Reports and Records. The contractor shall provide a detailed service report after services have been performed as described in Paragraph 1.1.1. listing all deficiencies and all work that needs to be performed after annual inspection and testing was provided. Each service report shall be submitted to the COR in English within 4 (four) weeks after the inspection is completed. The contractor has to provide a complete list with all fire suppression systems stating if the system is categorized as VdS or NFPA installed IAW Paragraph 1.1.3. Each service report shall be submitted to the COR in English within two (2) weeks after the three (3) months of categorization are over. 1.2. Disposal. The contractor shall clean up the work area upon completion of each work process; no litter, removed parts, and any other trash produced by the contractor shall be left on the work site. The trash shall be removed and disposed of by the contractor in accordance with the German laws and regulations. The contractor shall be responsible for any permits or fees regarding the disposal. 1.3. Quality Assurance. The Government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.4. Contractor Employees. Personnel shall meet or exceed the following requirements: 1.4.1. The contractor shall not employ persons for work on this contract if such employee(s) are identified to the contractor by the Government as a potential threat to health, safety, security, general wellbeing, or operational mission of the installation and its population in accordance with (IAW) DoDR 5500.7, Standards of Conduct. 1.4.2. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. As a minimum the contractor shall be responsible to issue badges displaying company name and ensure they are worn by employees during execution of their duties. 1.5. Hours of Operations. Inspection and testing, and categorizing shall be performed during business hours (0700-1600), Monday through Friday, with the exception of U.S. Government holidays, other Government installation down days, and German national holidays. Exempted are emergency services. 1.5.1. Performance of Services during Military Exercises or Operations. Work stoppages may occur during the execution of this PWS due to military exercises or operations. During these times, access to areas supporting the exercise or operation may be curtailed or not allowed. During scheduled and unscheduled exercises or operations, the contractor must be prepared to move to other work locations or suspend operations at no additional costs to the Government. Reschedule of work in such cases will be coordinated through the COR. 1.6. Special Qualifications All services on the installed fire suppression systems and fire alarm systems included in this contract shall be performed by a certified company. The contractor shall be VdS accredited Installer Company for Fire Suppression Systems ( VdS anerkannte Errichterfirma für Feuerlöschanlagen ). 1.7. Manpower Reporting 1.7.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The contractor is required to completely fill in all required date fields at http://www.ecmra.mil. 1.7.2. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 01 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk. *Reporting Period : Contractors are required to input data by 31 October of each year. Uses and Safeguarding of Information : Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. User Manuals : Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil. 1.8. PERFORMANCE OF SERVICES DURING CRISIS: In accordance with DFARS 237.76 and unless otherwise directed by an authorized Government representative, it is determined that services as identified in this PWS are NOT essential for performance during a crisis. 2. Security Requirements: The contractor will be escorted by the COR or an assigned person from 52 CES to his working sites on base. The escort will stay with the contractor at all times. 3.
