Description
Design-Build of the Mina Salman Pier Replacement, Naval Support Activity (NSA), Bahrain. The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. PROJECT SCOPE: The scope of work for the pier replacement includes: demolish four steel jack-up barges and constructs 305m of pile supported steel pier at the end of the existing Mina Salman pier. The new pier width will match the existing 30.5m existing pier. The pier structure will be protected with a cathodic protection system and a seawater resistant coating. The work includes communications, high mast lighting, Base electronic security system (ESS), and lightning protection on pier high mast lighting and fire protection systems. Facilities on the pier include guard towers and a guard booth. Built-in Equipment includes a generator sized to supply the high mast lighting, ancillary lighting along the pier curb, convenience power outlets on each high mast lighting pole, power and lighting for a guard booth and guard towers, power and lighting for office trailers, and power for the electronic harbor security system (EHSS). Other built-in equipment includes an access ramp, fendering, corner protection at the head of the pier, and bollards. Dredging is also included, to the required dredge of -11.3 meters from Mean Low Water Springs (MLWS), as well as the disposal of all dredging material. The approximate limits are 60m each side of pier for the length of the new pier. The anticipated period of performance is 730 calendar days for the Project. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $25,000,000.00 and $100,000,000.00. LOCATION: This project is located at the NSA, Bahrain PROPOSAL PERIOD: Two-Phase Design-Build Solicitation is scheduled for release on or about January 4, 2016. The Phase One proposals will be due on or about February 19, 2016. The Phase Two will be issued on or about April 01, 2016 and proposals will be due on or about May 15, 2016. Contract award is scheduled on or about July 15, 2016. SET ASIDES and CODES: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. This effort is classified through the North American Industry Classification System Code: 237990 quote mark. PROPOSAL PROCEDURES: This is a Two Phase Design-Build (D/B) solicitation process. In accordance with (IAW) FAR Part 36.303-1, Phase One of the Two-Phase Design-Build selection procedure, offerors will be required to submit Technical Approach (Factor 1) and Past Performance (Factor 2) to be described in the Request for Proposal (RFP). Price proposals are not to be submitted under Phase One. No more than the top five (5) proposals will be selected to proceed to Phase Two of the evaluation process. For Phase Two of the Two-Phase Design-Build selection procedure, offerors will be required to submit their Preliminary Schedule (Factor 1), Project Design (Factor 2), and Price (Factor 3). Evaluation criteria will be stated in the Request for Proposal. The Government may include options in the Solicitation. This acquisition will result in a single fixed price construction contract.
