- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the acquisition of four hundred (400) pounds of Ecomass Tungsten/High Density Polyethylene Composite Material in order to conduct experimental research to identify an optimal material for damping structures to reduce shipboard structural acoustic signatures. The material has properties required by finite element analysis predictions to have strong noise reduction capabilities in large scale models, and the purpose of the experimental testing can only be achieved using this material. The NAICS code is 326199. The proposed purchase order is being solicited on a sole-source basis to Ecomass Technologies. The proposed action is for the Ecomass Tungsten mixed HDPE Compound that has been identified as having material properties similar to those required of a granular material that could potentially provide high values of structural damping when applied to enclosed volumes, required by finite element analysis predictions to have strong noise reduction capabilities in large scale models. The purpose of the experimental testing cannot be achieved using a substitute material for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Ecomass is the only company that can provide the required Tungsten High Density Polyethylene pellet product suitable for this specialized testing. The NSWCCD intends to award a firm fixed-price purchase order to Ecomass Technologies using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 13 January 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 01/13/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
