Open Market bids are accepted in this solicitation; however, please refer to the specifications below, including 'Set-Aside Requirement'provision, for additional requirements. The Buyer is allowing Sellers to submit bids that either meet or exceed the requested specification. Sellers MUST enter exactly what they are bidding (including make, model, and description) into the blank description field in order for the bid to be considered. The Buyer is requiring that any rebid must be lower than the 'current bid price' by this amount. The reduction is based on the total order and must be satisfied within the rebid minimum. Buyer intends to issue award using a purchase order or delivery order. Bids from Sellers unable to accept purchase orders or delivery orders will not be considered for award. The venue must be within 10 miles of Fort Benning to facilitate transportation constraints. The location must be in a traditionally known safe area of town and make it possible for the international military students and their families to venture out on foot in the evenings to local stores/activities/theater. There must be optimum lighting in and around the area to provide a high level of security which will be determined by the COR. 3. Offerors will upload proposed menus, beverages, etc. for each type of event, i.e. Cresting Ceremony, Meet and Greet Reception, and Annual Thanksgiving Dinner. Selected menus will be used for each date these events are scheduled. Failure to upload or provide proposed menus could result in disqualification of bid. (a) If an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation. (b) To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must-- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by-- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements.
