- Description
- The Naval Air Systems Command (NAVAIR), F/A-18 & EA-18G Program Office (PMA-265), intends to award on a sole source basis a Cost-plus Incentive Fee (CPIF) Delivery Order (DO) under Basic Ordering Agreement N00019-15-G-0003 with The Raytheon Company (TRC). The purpose of this contract action is to procure a quantity of twelve (12) Configuration D Retrofit Kits in support of the AN/APG-79 Active Electronic Scanned Array (AESA) RADARs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." TRC is the sole developer of the AN/APG-79 AESA family of products and related ancillary equipment and maintains the proprietary rights to this RADAR system. Accordingly, it is the only source capable of providing the required efforts. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained. All inquiries and concerns shall be addressed via email to Michelle Shanahan at Michelle.Shanahan@navy.mil or John Britt at john.britt@navy.mil no later than 14 January 2016, 2pm local time. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement. Companies interested in subcontracting opportunities may contact The Raytheon Company, 2000 E. El Segundo Blvd, El Segundo, CA 90245 or Raytheon's Small Business Liaison Officer at (310) 616-1683.
