Description

The National Cemetery Administration (NCA) is soliciting offers under Solicitation Number VA786-16-Q-0071 to provide janitorial services for the Eagle Point National Cemetery. Eagle Point National Cemetery is a National Shrine. The standards of maintenance and appearance at this cemetery must reflect this nation's concern for those interred there. The period of performance for this requirement shall consist of a base year period and four (4) one year option periods. The place of performance for this requirement is the Eagle Point National Cemetery located at 2763 Riley Road, Eagle Point, OR 97524. Please see the Statement of Work entailed within the solicitation for a complete breakdown of all required deliverables for this requirement. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around December 29, 2015. Responses to the solicitation are due by 4:00 p.m. on or about January 11, 2016. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all quotes provided and is deemed to be TECHNICALLY ACCEPTABLE. Having the lowest price does not automatically constitute the premise for award. If your quote is the lowest price, but your quote does not meet the technical specifications as set forth in this solicitation, you will not be awarded the contract. All proposals will be evaluated for responsiveness. Failure to submit all documentation as required may result in the submission being determined non-responsive and removed from further consideration. Remaining proposals/quotes will be reviewed using cascade procedures. This is a competitive Request for Quote (RFQ) using a Three (3) - Tier cascading set-aside procedure. The set-aside requirement will be as follows: 1st Tier - Service Disabled Veteran Owned Small Business (SDVOSB) 2nd tier - Veteran Owned Small Business (VOSB) 3rd tier - All other small businesses Cascading process will be used in conjunction with FAR Part 13, Lowest Price Technically Acceptable (LPTA). Award will be made to a responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors; only where adequate/sufficient competition is received at a given tier. Adequate competition exists if; (1) proposals are received from at least two responsible offerors; (2) each of whom can satisfy the contract's requirements independently; (3) both contend for a contract which will be won by the offeror who submits the lowest evaluated price meeting or exceeding technical requirement and; (4) price is reasonable. If adequate competition is met as described in above and also meets the adequate competition requirement, the award procedure will be initiated. If adequate competition is not met, or prices are not reasonable, competition will proceed at the next lower tier. The process through the tiers will be executed as needed. All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered.
