- NASA/GRC has a requirement for one (1) LIQUID ARGON VESSEL AND LIQUID ARGON GAS for this vessel over the next five (5) years as needed, if needed. The liquid argon vessel is currently installed in the Altitude Combustion Stand (ACS) Facility at the NASA GRC. The vessel is a 1500-gallon liquid argon withdrawal vessel that is capable of being pressurized to 175 psig. GRC is reactivating the ACS facility and now requires a source of liquid argon. In July of 2015, the decision was made at Center Level to reactivate the ACS facility including the wide variety of test facility support systems that allow for the testing of rocket engines with a variety of propellants. An ACS facility assessment has been performed from July 2015 to November 2015 to determine the functionality, status, and repair/updates required for each system. As a demonstration of reactivation, an engine hot fire test milestone is scheduled in June 2016. That milestone will be met using a liquid oxygen/liquid methane engine that was previously tested in the facility at the time the Propulsion and Cryogenics Advanced Development (PCAD) program ended in 2010. Liquid argon is a key component to the success of liquid methane propellant conditioning capability. In 2008, GRC rented the liquid argon vessel from the supplier that had a liquid delivery tank in the quantities and supply pressure that met GRC specifications for the PCAD and propellant conditioning system. Since the end of the PCAD program in October 2010, the vessel has remained on site integrated with the liquid argon system but unused and without charge. Valley National was the original owner of the vessel which has since been purchased by Matheson Gas and is now the owner of the vessel. As mentioned above, the liquid argon system and supply is an essential subsystem to meet hot fire test milestone. Benefits of purchasing the existing vessel are that it would minimize the impact to schedule, maximize cost savings, and allow the Government to meet the schedule milestone to have the liquid argon system up and fully functional for checkout testing in March 2016. Delays in having a fully operational liquid argon system would result in a day for day slip in the hot fire demonstration milestone and would impact the start date of a follow-on test. The Government will also purchase all liquid argon gas used for this vessel exclusively from Matheson Gas only as needed for the next five years. The Government will issue delivery orders (DO) when supplies are needed and the price for the liquid argon gas will be a market-based price at the time the DO is issued. The purchase of the existing unit and liquid argon gas on a requirements basis is in the best interest of the Government as it allows NASA to expeditiously reactivate the ASC for full functionality with minimal delays and assures NASA a market-priced supply source of liquid argon when needed. NASA/GRC intends to purchase the items from Matheson Tri-Gas, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 5, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
