- Pre-Solicitation Synopsis of Proposed Contract Action: Hardware Software Integration Facility (HSIF) The U.S. Army Contracting Command - Rock Island (ACC-RI) intends to solicit and award to Allen Corporation of America, Inc. a sole source additional 12-month option on the Cost Plus Fixed Fee contract W15P7T-12-C-C936 in accordance with FAR 6.302-1, for continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. This service will provide warehouse operational services and hardware software integration support to Product Leader, Logistics Information Systems. The HSIF is responsible for the receipt of computer components, integration of components into system configurations, system and component storage, and the issuing/shipment of complete functional computer systems or components in support of Army requirements for Army Tactical Logistics Systems. These systems are combat essential systems for all Army tactical organizations and the HSIF services are vital to the Army's tactical supply operations. The proposed additional option will allow continuance of the HSIF services to provide time necessary for ACC-RI to properly compete and award the follow-on contract. The period of performance is 03 March 2016 through 02 March 2017. This pre-solicitation synopsis is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement, proposal, or quotation within 15 days after date of publication of this synopsis, which shall be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
