- The Department of Veterans Affairs (VA) James H. Quillen, VA Medical Center is seeking a contractor to provide training to members of the medical center's professional engineering, maintenance, and occupational health and safety staff. The training will be conducted on the National Fire Protection Association ® (NFPA ®) Code 70E - Standard for Electrical Safety in the Workplace, 2015 Edition. Training will encompass all aspects of the NFPA 70E including development, application, and interpretation within a complex healthcare setting potentially representing multiple occupancy types and characteristics. Training is to be provided for 2 days for up to twenty five (25) participants. Training will include sufficient content and be presented in such a manner such that each attendee will achieve the following objectives as outlined in the Statement of Work. The training must be detailed instruction of the aforementioned material to include on-site instruction as well as presentation of training material. This notice is not a solicitation. No formal solicitation documentation exists at this time. Response to this sources sought notice shall include the following: "Name and Address of the Company "Business Size (small or large) in Relation to NAICS Code 541690 "Firm's experience in providing NFPA 70E training in a professional setting. STATEMENT OF WORK Standard for Electrical Safety in the Workplace (2015) - NFPA 70E Seminar I. Scope: The Department of Veterans Affairs (VA) James H. Quillen, VA Medical Center is seeking a contractor to provide training to members of the medical center's professional engineering, maintenance, and occupational health and safety staff. The training will be conducted on the National Fire Protection Association ® (NFPA ®) Code 70E - Standard for Electrical Safety in the Workplace, 2015 Edition. Training will encompass all aspects of the NFPA 70E including development, application, and interpretation within a complex healthcare setting potentially representing multiple occupancy types and characteristics. II. Description of Work: NFPA 70E - NFPA 70E (Standard for Electrical Safety in the Workplace (2015 Edition) training to be provided for 2 days for up to twenty five (25) participants. Training will include sufficient content and be presented in such a manner such that each attendee will achieve the following objectives: "Ability to explain why a safety program directed at electrical hazards is necessary and beneficial "Ability to list the elements of a procedure for establishing an electrically safe work condition "Ability to identify required elements of a hazard/risk analysis and explain the difference between electrical hazards and risk "Ability to identify the information needed for shock hazard analysis "Ability to explain the intent and limitations of PPE prescribed by NFPA 70E "Ability to identify maintenance requirements for various types of electrical equipment and protective equipment "Ability to identify appropriate techniques for verifying and maintaining an electrically safe work condition "Ability to explain the principles of lockout/tagout execution and the two forms of control that may be used to establish an electrically safe work condition "Ability to identify equipment requirements for lockout/tagout and temporary protective grounding. "Ability to identify required elements of a hazard/risk analysis and explain the difference between electrical hazards and risk "Ability to formulate the possible justification for working on energized circuits "Ability to explain the requirements for and elements of an energized electrical work permit "Ability to locate and describe other precautions for personnel activities for work on or around energized electrical equipment "Ability to explain why a safety program directed at electrical hazards is necessary and beneficial "Ability to describe the types and severity of workplace electrical injuries "Ability to explain the relationship between NFPA 70E and other electrical codes and standards including OSHA requirements for electrical safety "Ability to describe the relationship between and responsibilities of host and contract employers "Ability to identify training requirements for both qualified and unqualified persons "Ability to identify appropriate techniques for verifying and maintaining an electrically safe work condition "Ability to explain the principles of lockout/tagout execution and the two forms of control that may be used to establish an electrically safe work condition "Ability to identify equipment requirements for lockout/tagout and temporary protective grounding "Ability to identify required elements of a hazard/risk analysis and explain the difference between electrical hazards and risk "Ability to formulate the possible justification for working on energized circuits "Ability to explain the requirements for and elements of an energized electrical work permit "Ability to locate and describe other precautions for personnel activities for work on or around energized electrical equipment "Ability to explain the intent and limitations of PPE prescribed by NFPA 70E "Ability to outline the selection criteria for PPE for both shock and arc flash hazards "Ability to explain the requirements for other clothing worn over or under arc-rated protective clothing "Ability to explain the characteristics of and requirements for PPE suitable for different types of work on electrical circuit parts "Ability to identify the requirements for selecting tools and other insulated or insulating PPE for work on energized electrical equipment "Ability to outline the other requirements such as safety-related maintenance and testing of PPE that are provided by NFPA 70E "Ability to identify maintenance requirements for various types of electrical equipment and protective equipment "Ability to explain how rules for special equipment in NFPA 70E's Chapter 3 may modify the general requirements of Chapter 1 "Ability to list the special types of equipment that are covered by Chapter 3 "Ability to identify specific hazards other than shock and arc flash to which employees may be exposed if they work around batteries, lasers, or power electronic equipment IV. Period of Performance and Location: The period of performance should occur by January 15, 2016 at the Mountain Home, Tennessee, VA Medical Center. V. Requirements of Vendor: "Provide documented experience for the last three (3) years of current national code development, application, and implementation and specifically on the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and the referenced NFPA ® codes and standards referenced in the NFPA 70E. "Provide documented experience of current national training for the last three (3) years, to healthcare organizations in code development, application, and implementation and specifically on the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and the referenced NFPA ® codes and standards referenced in the NFPA 70E - National Electric Code. "Provide knowledgeable instructor(s) to present, interpret, explain, and apply to a healthcare setting the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and referenced NFPA ® codes and standards in NFPA 70E. "Provide each VA employee/training course participant with a quality, printed copy of the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and related training materials sufficient to quantity to obtain the learning objectives outlined in the description of work. "Provide an education and training plan for the course outlining the sequence of topics and information to be presented to obtain the learning objectives outlined in the statement of work. "Provide Continuing Education Credits and completion certificates. " Provide evaluation forms to participants. VI. VA Responsibilities: "Meeting space and on-site staff support "Provide audiovisual equipment as needed - microphones, projector, screen and flip charts "Publicizing the educational sessions, dates, times, and places to the targeted audience VII. Evaluation Criteria: "Evaluation of documented experience of current national code development, application, and implementation and specifically on the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and the referenced NFPA ® codes and standards referenced in the NFPA 70E. " Evaluation of documented experience of current national training, including to healthcare organizations, in code development, application, and implementation and specifically on the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and the referenced NFPA ® codes and standards referenced in NFPA 70E. "Evaluation of the curriculum vitae, experience and related documentation for the knowledgeable instructor(s) to present, interpret, explain, and apply to a healthcare setting the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) and referenced NFPA ® codes and standards in NFPA 70. "Evaluation of the training and education plan and schedule for the course and the history of use in presenting the NFPA 70E - Standard for Electrical Safety in the Workplace (2015) to attendees from a healthcare organization.. IX. Payments to Vendor Payment will be made in arrears upon completion of the training course.
