- Pre-Solicitation Notice Pre-Solicitation Notice The purpose of this synopsis is to notify interested parties of the upcoming Request for Proposal (RFP) release for the Information Technology Service Management (ITSM) Enterprise Support acquisition. This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice for USTRANSCOM's intent to issue an unrestricted solicitation and will result in a single award Fixed Price Incentive Firm (FPIF)/ Cost Plus Fixed Fee (CPFF) - type contract. USTRANSCOM anticipates release of the ITSM solicitation on or around, 10 February 2016. The solicitation closing date is scheduled approximately 30 calendar days after solicitation release (on or around 14 March 2016). Period of Performance for this contract will include a one year base period with four one year option periods. This solicitation will be processed as a competitive best-value source selection in accordance with Federal Acquisition Regulations (FAR), Part 15.3 and Defense Federal Acquisition Regulation Supplement (DFARS), Part 215.3. The scope of the ITSM effort is to provide a broad range of Command, Control, Communications, and Computer Systems (C4S) expertise to support the USTRANSCOM mission. IT technical skills will be required to support the USTRANSCOM C4 environment, which interface with numerous on-site and remote commercial, DOD, service, and common-user networks (i.e., Secret Internet Protocol Router Network (SIPRNET), Non-secure Internet Protocol Router Network (NIPRNET), and the Scott AFB Local Area Network (LAN), Wide Area Network (WAN) or Metropolitan Area Network (MAN)). Additionally skills will be required to support a myriad of applications that make use of the USTRANSCOM C4 infrastructure by providing access and services to the USTRANSCOM user community. Sources shall be knowledgeable of ITIL concepts, best practices in managing IT services through the lifecycle, policy and procedures, standards, and possess technical knowledge of managing IT infrastructure/networks to ensure interoperability with automated systems in DOD, and commercial industry partners. Outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and services. The majority of the work performed will support USTRANSCOM requirements with the remaining work effort supporting other DOD organizations including the Military Services, Defense Agencies, and their components. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management Registration (SAM). All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained and online registration may be accomplished at www.sam.gov. The solicitation will include a requirement for Offerors to possess a Top Secret Facility Clearance Level (TS/FCL). The solicitation will also include a requirement for Offerors to meet the accounting system requirements of FAR 16.301-3(a)(1) and FAR 16.403-1(c)(1). All Offerors will be required to provide FCL and accounting system information, with proposal submission. It is the Government's intent to establish a Bidder's Library that will provide useful information for vendors pertaining to this requirement. All documents for this requirement to include any information relevant to the ITSM solicitation, will be issued in electronic format only and will be made available online via the Federal Business Opportunities website -- (www.fbo.gov), under solicitation number HTC711-16-R-D001.
