- NOTICE: This is not a solicitation but rather a Presolicitation Synopsis as required by FAR 5.2. The purpose of this synopsis is to inform the market that the Air Force intends to solicit General Electric Aviation Systems, LLC on a sole-source basis to negotiate a contract for the procurement of engineering sustainment for the improvements and enhancements of the GE Aviation Systems provided Cartridge Interface Devices (CID), drivers, services, Operational Flight Programs (OFP), and imbedded software used by the F-16 to load/read data to/from the Mega Data Transfer Cartridge with Processor (MDTC/P) and Advanced Data Transfer Cartridge (ADTC), generically referred to as Data Transfer Cartridge (DTC). The proposed NAICS Code is 488190, Other Support Activities for Air Transportation. DESCRIPTION Based on FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is one for which the Government intends to solicit and negotiate with only one source. If your firm does not agree with this determination, please provide evidence of your firm's capabilities and experience in providing the above services for evaluation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This request is to receive support from GE Aviation with a basic period of performance of twelve (12) months and two one-year options. BACKGROUND This effort is a follow-on to the contract FA8232-11-C-0026, which was also awarded sole source to GE Aviation. All GE Aviation products hardware and firmware data are proprietary; the Government does not possess Government Purpose nor Unlimited data license rights to the data. Nor will the Government be able to provide this data during any phase of this acquisition up to and after award. OBJECTIVE The contractor shall provide software updates, as necessary, in support of the ADTE equipment, and provide on-call support as well as travel to locations per Government request. The contractor will also need to provide various report deliverables. NOTES This is not a request for proposal (RFP) or an invitation for bid, nor is it to be construed as a commitment by the Government. The Government does not intend to make an award on the basis of this synopsis. Sources Sought FA8232-15-R-ADTE was submitted to FBO on 10 August 2015.
