MORE QUESTIONS AND ANSWERS 7. Reference PWS 1.7.1, Receipt of Service Calls. Is the Government indicating that the Service Call Desk requires staffing 24/7 365 days/year, or can other methods be used to satisfy this requirement? Other methods (i.e., answering service, forward to cell phone of technician on call, etc.) may be utilized provided that a live human answers and can dispatch/respond to emergency situations that cannot wait until normal business hours. 8. Reference PWS 1.10.5, Winterizing vacant Units. How many annual units on average can the contractor expect will be vacant? Approx. 20-30 vacant units. Some may remain winterized from previous winter(s). 9. Reference PWS 1.11.3.1, Repair vs Replacement of Appliances. How many by type can the contractor expect to replace annually? Information is required for estimating all labor requirements. Information is provided in PWS, Appendix F, 6. Misc. Parts Used. 10. Reference PWS 1.13, Painting. Please provide the annual square footage of painting that will be required per year. Square footage is required to perform an estimate of the labor required to perform painting tasks. Information is provided in PWS, Appendix D and Appendix F, 3. Actual number of COMs. 11. Reference PWS 1.7.3.3, Turnover/Turn-back of COMs. Will there be additional time, above the 7 days, when complete painting of quarters is required? No. 12. Reference PWS 1.8.2, Full Cleaning. How many units will require full cleaning each year? Approx. 12 per year. 13. Reference CLIN 0004. What is the CLIN plugged dollar number for this CLIN? CLIN 0004 $205,816.17, CLIN 1004 $209,315.05, CLIN 2004 $212,853.41. This was addressed in amendment 1 posted to FBO.gov on 15 Dec 15. 14. Reference PWS 1.10.1, Occupant Damage to Government Property. In order for contractor to estimate the requirement, request the Government provide a number of annual occurrences to be charged to CLIN 0003. Information provided in PWS, Appendix F, 4. Estimated Major/Minor Project Quantities. 15. Reference PWS 1.10.5, Vandalism. In order for contractor to estimate the requirement, request the Government provide a number of annual occurrences to be charged to CLIN 0003. Information provided in PWS, Appendix F, 4. Estimated Major/Minor Project Quantities. 16. Reference PWS 1.12.5.1, Garage Door Replacement. In order for contractor to estimate the requirement, request the Government provide a number of annual occurrences to be charged to CLIN 0003. Information is provided in PWS, Appendix F, 6. Misc. Parts Used. 17. Reference PWS 1.14.2, Providing Landscape and Tree Trimming. In order for contractor to estimate the requirement, request the Government provide a number of annual occurrences to be charged to CLIN 0003. Approx. 12 times per year. 18. Ref: PWS page 8, section 1.7.3.3.1, COM Turnover/Turnback of COMs/Timeliness Q: In order to maintain the downtime of 7 days per COM, does the Government intend to limit the number of simultaneous COMs? No 19. Ref: PWS page 10, section 1.8.3, Cleaning/Other Cleaning Q: In the event of the COR's request for chimney, duct, or upholstery and draper cleaning, will the downtime of 7 days for a COM be extended? Typically not as these types of cleaning can take place at the same time as other normal COM requirements. For example draperies can be taken down and sent to the cleaners while the unit is being repaired, cleaned and painted. 20. Ref: PWS page 10, section 1.8.3.5, Cleaning/Other Cleaning/Carpet Cleaning in Occupied Units Q: Is this considered a service call rather than a part of COM? PWS, paragraph 1.8.3.5. Carpet Cleaning in Occupied Units, would be a service call. Other types of Cleaning (Chimney, Duct, Upholstery and Drapery) could be either part of the COM or a service call if performed in an occupied unit. Q: What is the expected turnaround for this cleaning? See #19 above 21. Ref: PWS page 21, section 1.14.1, Self-Help Store Supplies Q: Regarding the equipment that may be checked out by tenants, whose responsibility is it to replace items that are no longer serviceable or have exceeded their useful life? Does the Contractor advise the Government of the need for replacement, or is it something the Contractor needs to consider including in its price proposal? The Contractor is responsible for replacement and would need to consider this in their proposal. 22. Ref: PWS page 7, section 1.7.1, Services Calls/Receipt of Service Calls, and PWS page 6, section 1.6, Job Orders Q: Contractor shall receive all service calls (by a live human voice) 24/7/365, and provide a Job Order number for the service requested. Does this requirement also apply to Emergency Service Calls that occur during other-than-normal duty hours? Yes 23.Ref: CLIN 0003 Q: For the base period, it appears that CLIN 0003, Additional Support Labor (LH), which estimates the quantity to be 3200 labor hours, is requesting both a total estimated price, and a ceiling price. Is this true? The correlating CLINs for Option Period 1 (1003) and Option Period 2 (2003) are not similarly configured. Please advise. The configuration of CLINs 1003 and 2003 will be changed on amendment 2 to have the same configuration as CLIN 0003. The 3200 hours is the number of hours the government is asking the offeror to price out. The offeror will take into account everything that CLIN 0003 (and its option CLINs) cover to come up with an hourly rate for these CLINs. The hourly rate goes under UNIT PRICE and is multiplied by the number of hours provided (3200 for CLIN 0003) and that number goes under AMOUNT. 24. Ref: CLIN 0004 Q: For the base period, it appears that CLIN 0004, Reimbursable Materials (T&M), which estimates the quantity to be 1 lot, is requesting both a total estimated price, and a ceiling price. Is this true? The correlating CLINs for Option Period 1 (1004) and Option Period 2 (2004) are not similarly configured. Please advise. This was addressed in amendment 1 posted to FBO.gov on 15 Dec 15. Seethe answer Question 13 for the values. 25. Reference: Solicitation, Performance Work Statement (PWS), page 2, item 1.1.6. POINT OF CONTACT (POC), the statement "The Contractor shall provide a POC who shall be responsible for the performance of the work." Question: In order for offerors to submit a more competitive bid, will the Government allow cross-utilization of Project Management, Quality Control, and Work Control Center staff between the WPAFB Military Family Housing Maintenance contract, solicitation # FA8601-16-R-0299 and the WPAFB Dormitory Maintenance contract, solicitation # FA8601-16-R-0006? No. In the event both contracts would be awarded to the same Contractor, the contracts and their staffs need to remain separate. 26. Reference: Solicitation, PWS 1.7.2.2 - Air Conditioning/Heating. Question: How many Portable AC Units are normally sufficient to meet this requirement, and what size are they? Portable A/C units for this purpose have never been necessary in the past. The size would be determined by specifics of the unit to be cooled. 27. Reference: Solicitation, PWS 1.7.2.2 - Air Conditioning/Heating. Question: How many portable heating units are usually required for this task? What are the sizes of the units and what energy source do they use? Portable heating units for this purpose have never been necessary in the past. The size would be determined by specifics of the unit to be heated. 28. Reference: Solicitation, PWS 1.7.2.3 - Medical Waivers. Question: If a person with a medical condition requires emergency power upon power failure, who provides the emergency power source and what size is it? Will these houses be equipped with Emergency Power Switching Boxes? If this were to happen, the Government would ensure the unit fully met the medical requirements prior to them taking occupancy. To date, the only medical waivers we have are with Asthmatic residents needing priority service on A/C repairs. 29. Reference: Solicitation, PWS 1.7.3.3.2 - Computing Downtime. Question: Are weekend (Saturday and Sunday) days computed as Down Time and charged against the Contractor? No, only normal duty days are counted. See PWS, para. 1.2.1. Normal Duty Hours. 30. Reference: Solicitation, PWS 1.8.1.3 - Window Cleaning. Question: Are the Windows referred to concerning the 40 degree temperature Storm Windows? The 40 degree rule applies to all windows that do not tilt in for cleaning. 31. Reference: Solicitation, PWS 1.8.1.8 - Fireplaces. Question: Are Wood Burning Fire Places and Chimneys required to be inspected and certified safe for use during each COM? No. 32. Reference: Solicitation, PWS 1.8.3 - Other Cleaning. Question: How is the Contractor compensated for these services? (i.e., will the services be ordered as small purchases on Government Purchase Cards?) See PWS references "PWS references for CLINs as of 15 Dec 15. 33. Reference: Solicitation, PWS 1.10.6.2 - Termite Repair. Question: Will termite repair be performed as a Special Project? See PWS references "PWS references for CLINs as of 15 Dec 15. 34. Will all of the material, parts, and supplies that the contractor purchases for the housing maintenance contract be reimbursed? If not which items will be reimbursed? No. See document titled PWS references for CLINs as of 15 Dec 15. This document cross references specific PWS paragraphs which the CLIN they are paid out of. 35. I noticed during the site visit that the warehouse located at building 70 had material to fulfill this contract. Is this material Government owned or owned by the incumbent contractor? Will the material be available for use by the winner of the new contract? The materials in Bldg 70 belong to the incumbent contractor. It would be up to them if they wish to sell their stock to the successful offeror. 36. Is the material that is used in the self-help store replaced by the government or by the contractor and then reimbursed? Self-Help materials are not replaced by the Government. See document titled PWS references for CLINs as of 15 Dec 15. 37. Section 1.7.1 Service Calls states that a human person must be available 24/7. Does this mean that the office must be staffed 24/7 or can the service desk calls be forwarded to someone on call after hours? Will past performance of a critical subcontractor be evaluated as part of the contract evaluation. The Prime has excellent past performance in federal building maintenance including some housing but would like to use one of the past performances of our subcontract. The Prime will still perform 51% of the work. The FAR 15.305 Proposal Evaluation Paragraph (2)(iii)Past Performance Evaluation states "The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition We are not using past performance as an evaluation factor in this solicitation. See Attachment 1 Additional Instructions to Offerors: SubFactor 5 is Prior Experience- The instructions for submitting prior experience are listed there. However, as I just reviewed the instructions there is a type-o in SubFactor 5.
