Description
This is a Request for Information and Sources Sought Notice for Market Research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The United States Property & Fiscal Office (USPFO) for Connecticut is seeking information regarding capability and availability of potential small business sources to provide instruction on the following requirement: GENERAL. The personnel of the 14th Civil Support Team are required by federal regulations to re-certify their skills as a Hazardous Materials Technician IAW 29 CFR 1910. This recertification includes operational and technical practical blocks of instructions commensurate with the highest level of hazardous materials handling certification. It does not however provide didactic instruction on the applicable chemistry theories and concepts that drive the HAZMAT protocols and procedures within which the team operates. The course is to be for 30 students. OBJECTIVE. The objective of this training is to provide 14th Civil Support Team members with a weeklong 40-hour classroom block of instruction on foundational chemistry theories and concepts that apply to, shape and drive our standard operating procedures within the CT AOR. This course will serve as a refresher for the basic chemistry skills taught in the Civil Support Skills Course. It also meets the authorized additional 80 hours of CBRNE specific training outlined in the TY16 NGB Individual Training Requirement Matrix. SPECIFIC TASKS. The vendor must provide the following specific components of the training over 5 days (40 Hours) 8 hours per day: a. Foundational Chemistry of Salts, Non-Salts, Organics and Inorganics (16-hrs Classroom) b. Recognizing chemical/physical properties, hazards and chemical family of unknown materials using web based software/tools. Recognize hazards based on synonyms, trade names, IUPAC and chemical formulas. Include effects of chemical structure, carbon count, derivatives and molecular bonding on hazards, response tactics and detection. (8-hrs Classroom) c. Sample Preparation and Chemical Analysis using FTIR/RAMAN Spectroscopy to confirm or identify unknown substances. Include instrument theory, operation, mixture analysis and limitations based on chemical family. (8-hrs Classroom) d. Field Spectral Analysis of FTIR and Raman. Interpreting a spectrum to determine chemical families and utilize web based software or other analytical tools. Provide a mechanism to instruct and test a student on interpreting spectral results in conjunction with OEM or SME reach back services. (8-hrs Classroom) e. Vendor must provide bound course materials for a minimum of 30 students to include copies of all presentations with space for student note taking. f. Vendor must provide a certificate of completion for the course by name for each student with a signature endorsement. g. Vendor must provide "Cheat-Sheets" or charts for chemical size-up of physical hazards and PPE selection. h. Vendor must hold a current permanent or temporary approval from the Department of Homeland Security (DHS) as an emergency preparedness trainer. i. Vendor must provide at a minimum two course instructors. QUALIFICATION REQUIREMENTS. All instructors must hold at a minimum a graduate level degree in chemistry or related science from an accredited university. SME's must have extensive experience with web-based hazardous materials analytical tools to include software and other reach back sources. SME's must be a certified HAZMAT technician or at least five years' experience working with the application of chemistry to field operations for first responders. The USPFO for Connecticut is seeking qualified Small Business (SB) Community Members [Small Business (SB), Small Disadvantaged Business (SDB), Section 8(a), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), HUBZone Small Business, Small Business (SB) led teams, Small Business Partnerships and or Small Business Joint Ventures) that qualify under the North American Industry Classification System (NAICS) Codes: 611699 All Other Miscellaneous Schools and Instruction. The Small Business Size Standard is $11,000,000. This Request for Information and Sources Sought Notice is part of Market Research. Your responses are sought to identify potential sources that have the knowledge, skill, equipment, experience and past performance necessary to perform the aforementioned training. This notice is provided as information to the market place and is an invitation for an expression of interest and brief demonstration of qualifications to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.
