Description
The Budget and Financial Accountability program within the U.S. Department of the Treasury's Office of Technical Assistance is competitively recruiting individuals to serve as resident (long-term) and intermittent (short-term) advisors in the area of procurement management. Advisors will provide support to Ministry of Health officials and Ministry of Finance officials in developing countries on procurement of health services, medical supplies and equipment, and health facilities. This assistance includes provision of technical advice on procurement management at all levels- legislative, regulatory, and implementation to both policy and operational counterparts. Advisors are hired under personal services contracts. This recruitment is for international assignments worldwide and significant international travel is required. Responsibilities and Duties: Draft and implement new or revised procurement laws, regulations, standards and manuals applicable to procurement policies and procedures, recognizing that multiple donors may impose multiple procurement systems on the Ministry of Health. Design and implement procurement practices and business processes for both manual and automated systems with strong internal controls, for processes such as preparation of procurement requests and funding documents, advertisement, solicitation documents, selection of contractors, negotiation and award of contracts, oversight and contract administration, payment, and closeout. Assist in development of standard documents for a variety of both manual and automated procurement activities, such as procurement requests, advertisements, solicitation documents, evaluation forms, contract formats, and administration documents. Advise on techniques for pricing and costing, market analysis, leveraging volumes, drafting clear TORs or specifications, bid evaluation process and contract management. Recommend procurement processes to support strong supply chain management, ensuring ensure inventory targets and strong inventory controls. Design management reports for improved communication and analysis of procurement systems and results. Organize and perform on-the-job and classroom procurement training for procurement and technical personnel. Advise on the design of procurement organizations including staffing complements, job descriptions, and reporting responsibilities. Qualifications: BA in business, accounting, finance or public administration or related field required with Masters preferred 5+ years in a financial leadership position in a procurement department in federal, state or large-sized local government. Experience in developing countries will be viewed positively. Strong knowledge and understanding of procurement management systems, the relationship of procurement to other financial processes and best practices. Proficient in use of personal computers and MS Office Products and general office equipment Self-starter with ability to work independently and with confidentiality Exceptional analytical and problem solving abilities Ability to motivate the client and build consensus Ability to be flexible by changing focus and approaches based on needs of the client Strong communication and leadership skills Knowledge of international financial institutions and their procurement policies and practices is desirable. Proficiency in French, Spanish or other languages is highly desirable Candidates must be U.S. citizens. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $64.16 to $80.79 per hour.
