- THIS IS A SOLE SOURCE PROCUREMENT, NOT A REQUEST FOR QUOTE (RFQ). Pursuant to FAR 13.203(a)(2), the U.S. Environmental Protection Agency (US EPA), Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD) intends to award a sole source purchase order to National Counsel for Science and the Environment (NCSE) for: Seven conference registrations; Full-page conference program advertisement; Opportunity to introduce keynote speaker; Organization name and logo recognition in conference print and marketing materials; Conference website recognition and direct linkage to organization website; Booth at conference exhibition; Exclusive networking opportunities for individual meetings with experts; and Opportunity to include organizational materials in conference packet. The services provided by NCSE and benefits to the Agency are described below. The category of services EPA will obtain as a result of this purchase order includes registration fees, booth space, conference proceedings, and numerous outreach services such as the ability to include a public service advertisement in the conference proceedings. NCSE will provide a link to EPA ¿s website to highlight environmental programs and opportunities individuals/organizations attending the conference can participate in. This type of outreach will also include EPA ¿s name and logo. Also, the inclusion and distribution of EPA outreach materials to over 1,000 stakeholders in diverse fields of science is a key part of the services. NCSE is a not-for-profit organization dedicated to improving the scientific basis for environmental decision-making. NCSE specializes in programs that foster collaboration between the diverse institutions and individuals creating and using environmental knowledge, including research, education, environmental, and business organizations as well as governmental bodies at all levels. NCSE work collectively to make science relevant to real work decision-making on critical environmental challenges. While an advocate for science and its use, NCSE does not take positions on environmental issues. With a reputation for objectivity and non-partisanship, they are able to provide a neutral forum for all. Each year, NCSE convenes a national conference to bring together over 1,000 scientific, educational, business, civil society, and government professionals from diverse fields to explore the connections between science and decision-making associated with a particular high-profile environmental issue. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) WILL BE POSTED. No contract will be awarded on the basis of offers or quotes received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein (or equivalent/adequate substitution) may submit a response, which if received within seven (7) calendar days of the date of this announcement, will be considered.
