Description
The Department of Health and Human Services (DHHS), Center for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), on behalf of the National Institute for Occupational Safety and Health (NIOSH) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to provide Health Program Support (HPS) services to the WTCHP, consistent with the James Zadroga 9/11 Health and Compensation Act of 2010 (Zadroga Act). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 524114, Direct Health and Medical Insurance Carriers. The HPS contractor will continue all of the services currently being provided to the WTCHP to continue support for healthcare of the responders who participated in the rescue, recovery, and cleanup in the aftermath of the attack on the WTC on September 11, 2001. Since that time, the Department of Health and Human Services, the CDC, and NIOSH have been active in assessing the health impact of the WTC disaster. On January 2, 2011, the President of the United States signed into law the James Zadroga 9/11 Health and Compensation Act of 2010. This requirement is for third party administrative services, provider network management, 24/7 nurse advice hotline, medical review, analytics and reporting to support the WTCHP. In supporting the WTCHP, the HPS contractor will also interact with Clinical Centers of Excellence (CCE), the Nationwide Provider Network (NPN), Data Centers (DC), and the Centers for Medicare and Medicaid Services (to reimburse authorized health care services). As of May 2015, the WTCHP had approximately 72,000 members enrolled, including 64,000 responders and 8,000 survivors. The Program delivered monitoring or screening exams to an estimated 20,000 members, diagnostic services to approximately 18,000 members, and treatment services to approximately 21,000 sick or injured members between 5/1/14 and 4/30/15. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Responses shall not exceed 20 pages. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by January 11, 2016 11:00am EST.
