- The purpose of this supplemental request to the RFI issued under VA118-16-N-0865 for Section 508 Compliance Support Services is to clarify that the Government does not subscribe to an enterprise-wide license as described in the draft PWS and to determine what tools vendors can utilize in order to provide the Government with services that meet the following requirements: 1.Provide a comprehensive accessibility platform for assessing, remediating, and monitoring the Section 508 conformance of Electronic & Information Technology, which facilitates the compliance findings for each evaluation across a variety of technology platforms for both desktop and mobile environments. 2.Provide a detailed view of compliance audits, including compliance levels, violations, priorities and solutions for a variety of media types. 3.All features of the tool must be available and usable thru the VA's mandated web browser, Internet Explorer. 4.Tool shall be capable of modifications to incorporate VA specified checklists, best practices, and testing processes. The ability to incorporate knowledge of and apply resulting modifications of the implications of Section 508 Refresh standards as outlined in the Advanced Notice of Proposed Rulemaking (ANPR) is critical. 5.All features of tool, including all documentation and training materials for use of the tool, must be accessible via assistive technologies and Section 508 compliant format as outlined in the VA consolidated checklists and the VA Section 508 Technical Standards 1194.21, 1194.22, 1194.31, and 1194.41. 6.Tool shall have an automated component for monitoring accessibility for Web sites and Web applications as well as a comprehensive selection of online resources relative to achieving and maintaining 100% Section 508 Conformance. 7.Platform shall provide framework for manual testing of mobile content to be conducted, results captured, and findings shared within the afore-mentioned audits. 8.Tool shall have the capability to scope each media type for a specific project to capture a representative set of modules, with reports providing technical guidance to developers to execute solutions that incorporate best practices for attaining 100% Section 508 conformance to resolve each non-compliant element. 9.The tool must provide guidance for applying the forthcoming standards to new Section 508 policy process including creation, guidance documents updated checklists, testing and remediation practices. This is essential. 10.Platform shall include a system for tracking past, current, and future projects to monitor any project that has been, is, or will be audited by the VA's Section 508 Office. 11.Platform must be able to provide trend reports over time of the compliance levels of an individual project or product. 12.Developers and document authors must be able to see the standards to which their content must comply. This information must be available by media type. 13.Platform shall have a reporting mechanism that includes number of violations, severity of the violation, pattern of violation, mapping of violation to the applicable 508 standards as well as mapping to the VA specific 508 standards. Reporting mechanism should also include good and bad code samples for demonstrations on how to fix violations. Information on the user impact of each violation must be contained in violation reports. 14.Tool must provide examples of how to test for each violation with and without assistive technology. 15.The tool must be able to monitor modifications of testing procedures and methodologies to insure that the VA's standards for auditing electronic information shall keep pace with the technological changes throughout the period of performance of the Task Order. Special Instructions: All RFI responses must be provided in a Fully 508 Compliant Format in accordance with Creating Accessible PDFs with Adobe Acrobat Professional (http://www.section508.va.gov/support/tutorials/pdf/index.asp). 1.Provide your recommended tool and explain how it meets each of the above listed requirements. If a requirement cannot be met, explain why and if the requirement is needed in order to provide VA with the required Section 508 compliance support services. Provide a brief summary of your experience related to the tool. Instructions for Submitting supplemental RFI Response Submit responses electronically via the Virtual Office of Acquisition (VOA) by 2:00 PM Eastern Standard time, December 23, 2015. The web address for the VOA site is https://www.voa.va.gov/. Offerors will be required to be registered users on the VOA website in order to submit responses. Once they are registered, vendors can click on the "Proposal Dashboard" link and within that link click on "Add Proposal" to open the form to upload files. The "Proposal Type" drop down field should be changed to VA118-16-N-0865 to reflect the RFI being responded to. For registration or technical issues concerning proposal submission, contact voahelp@va.gov. WARNING: Please do not wait until the last minute to submit your files. We recommend the transmission of your files 24 hours prior to the required due date and time. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission. The Government prefers that you submit your information in one volume. All proprietary/company confidential material shall be clearly marked on every page that contains such. Instructions for Submitting Questions Your questions shall be submitted electronically via VOA. Information submitted by any other method will not be considered. Your questions shall be contained in one file titled using the following format "Section 508 Compliance Support Services RFI questions-the name of your company."
