- The Department of Labor, on behalf of the Office of Workers' Compensation Programs (OWCP) Division of Federal Employees' Compensation (DFEC), Washington, D.C. intends to negotiate and award a Sole Source, Firm Fixed Price (FFP), Bridge Contract to MES Solutions, 1010 S 336th Street, Suite 330, Federal Way, WA 98003-7354, under the authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The anticipated contract period shall be up to four (4) months. Awarding a contract to another source would result in unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the Government's intent to award a new contract within the four (4) month period of performance. The North American Industry Classification System (NAICS) code for this requirement is 621111 with the Size Standard of $11 million. The Department of Labor (DOL) National Office is procuring Medical Second Opinion and Medical Examination Services (SECOP) for the Seattle District Office (District Office 14) to support the Department of Labor (DOL) Office of Workers' Compensation Programs (OWCP) Division of Federal Employees' Compensation (DFEC). THIS NOTICE IS NOT A FORMAL SOLICITATION. THIS NOTICE IS NOT CONSIDERED A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION DOCUMENT IS AVAILABLE AND TELEPHONE REQUESTS WILL NOT BE HONORED. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination not to compete this proposed contract upon receipt of responses to this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contract Specialist listed below via electronic mail at: johnson.james.m@dol.gov no later than 3:00 PM Eastern Standard Time on December 21, 2015.
