- MOTOR CONTROL CENTER SPECIFICATION FY16 Poe Lock Electrical Modernization - Brand Name for Motor Control Centers THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes at this time and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers (USACE) or the Department of Defense. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A Solicitation is not available at this time. Requests for solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary. The United States Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a public solicitation is issued with respect to the topic or information associated with this RFI, such solicitation would be published at the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor public notices as desired for information relating to federal business opportunities. Request for Information: USACE is considering a sole-source brand-name specification for electrical equipment that is to be included in a solicitation for construction services. The project in general involves the replacement and modernization of electrical controls and monitoring equipment at the Poe Navigational Lock on the St. Mary's River in Sault Ste. Marie, Michigan. The Government intends to continue the subject action following the required posting period for this notice. Interested parties who feel they have relevant information or the capability to support this action in a competitive manner may indicate their interest and capability in a written statement to the identified point of contact no later than 2:00 PM Eastern Time Zone on January 5, 2016. Each response to this notice must demonstrate the firm's interest and capabilities to provide an equivalent service, with the stated capabilities, within the stated timeframe. Each submission shall be considered and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to satisfy this requirement on a competitive or sole-source basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This Notice is not a request for competitive proposal. Use the following format: Subject Line: POE Electrical Equipment, Request for Information Email Address: LRE-Quotes@usace.army.mil Email Copy to: Bruce.M.Walrad@usace.army.mil DESCRIPTION OF REQUIREMENT The specific equipment that is to be identified by brand name is as follows: Quantity: Three (3) Items: Motor Control Centers (MCCs) Intended Brand Name: Rockwell Automation Product Description: MCC_1 & MCC_2 600V rated, 1200A horizontal bus 6 sections Back-to-Back (28 total devices with roughly 20% spare openings) 1 - 800A main circuit breaker 1 - metering compartment 1 - PLC power supply 1 - Protective Surge Device 4 - 75Hp VFDs 5 - Full Voltage Non-Reversing Starters 15 - Feeder Circuit Breakers 1 - Full height empty compartment MCC_3 600V rated, 1200A horizontal bus 2 sections Single (9 total devices with no spare openings) 1 - 400A main circuit breaker 1 - Lighting Transformer 1 - Lighting Panel 1 - Instrument Compartment (1/2 space) 2 - Full Voltage Non-Reversing Starters 3 - Feeder Circuit Breakers Equipment must meet all requirements identified in the attached MOTOR CONTROL CENTER SPECIFICATION. Any respondent must include sufficient information and documentation with its response to demonstrate conformance with the SPECIFICATION. Full implementation of this action is subject to the identification of acceptable design alternatives and to the availability of funds for the complete project. Approximate Value: It is estimated that the value of the brand-name items is between $250,000 and $500,000. Schedule: The Government intends to issue a competitive solicitation for the overall construction contract in the Spring of 2016. Delivery of the identified items would be determined by the construction contractor to whom the contract is to be awarded by Summer of 2016. Set-Aside: None. A Small Business Subcontracting Plan is required of any large business awarded the construction contract.
