- Description
- The Food and Drug Administration intends to award contracts to State Agencies to assist in inspecting retail establishments that sell cigarettes and/or smokeless tobacco products and in surveillance of other entities that fall under the scope of the provisions of the Tobacco Control Act. The agency must be an agency or subdivision of a state, territory, local, or tribal government that has the power to create, enforce, or administer rules or policies that govern the conduct of individuals or other private entities such as small businesses. It is anticipated that awards will be made for one (1) 12-month base contract period with two (2) additional 12-month option periods. The solicitation will be available on or about February 15, 2016, on the Federal Business Opportunities (FBO) website at www.fbo.gov. Prospective offerors are responsible for downloading the solicitation and amendments. It is the offeror's responsibility to monitor the FBO website for the release of the solicitation and amendments. Hard copies will be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. The proposed contract action is for services for which the Government intends to solicit and negotiate with only state organizations under the authority of 41 U.S.C. 3304(a)(5). This notice is issued for informational purposes and is not a request for competitive proposals. Any interested party should submit a statement of capabilities, in sufficient detail to determine if the requirements of this synopsis can be met, no later than 15 days from the date of this announcement. A determination by the Government not to compete the proposed contracts based on responses from this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
