Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate on a non-competitive basis with Northrop Grumman of Melbourne, Florida to procure Anti-Ice/Oil Cooler Ejector Valves Kits in support of a reliability change for the C-2A Greyhound engines. NAVAIR intends to award this as a delivery order under the N00019-15-G-0026 Basic Ordering Agreement. The proposed order will have a 10 month base period for 26 Valves. In addition the order will contain 4 option years, for a total of 96 Valves (26 in FY17, 13 in FY18, 26 in FY 19, 15 in FY20 and 16 in FY21). Northrop Grumman is the original designer, developer and manufacturer and integrator of the C-2A aircraft. Accordingly, Northrop Grumman is the only known qualified, responsible source that can fulfill the requirements specified herein. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government.
