- Draft Performance Work Statement dated 1 Dec 15 MAINTAIN HIGH VELOCITY OXYGEN FUEL SYSTEM REQUEST FOR INFORMATION (RFI) CAUTION: This market survey/RFI is being conducted to identify potential sources that may possess the repair data, expertise, capabilities, and experience to meet qualification requirements to inspect, calibrate, and repair two Sulzer Metco, Inc. (now Oerlikon Metco) installed High Velocity Oxygen Fuel (HVOF) systems located in building 142 at Robins Air Force Base, Georgia. It is not expected that contractor personnel will require security clearances for proper accomplishment of contract requirements. NOTE: The Government does not own or have access to the data for the HVOF systems. There are no machines available for loan for reverse engineering. The contractor shall provide all parts, labor, tools, materials, equipment, and travel necessary to perform scheduled inspections, calibrations, and preventive maintenance (PM), as well as unscheduled troubleshooting, repair, and calibrations of the two (2) Multi-Coat High Velocity Oxygen Fuel (HVOF) systems located in Building 142 at Robins Air Force Base, Georgia. The contractor shall also provide technical support via telephone per paragraph 1.3 of this PWS. The scope of services described above shall, at the discretion of the Government Representative, apply to all system components for each of the two systems as configured and delivered by Sulzer Metco (now Oerlikon Metco). This includes, but is not limited to booth structure, robot, robot controller, operator desk, software, dust collectors, turntables, gas safety monitors (GSMs), process control centers (PCCs), gas management centers (GMCs), electrical cables, electrical/electronic controls, gas hoses, HVOF guns, powder feeders, chillers, and heat exchangers. The current sole source contract was awarded to Sulzer Metco (US) Inc. (Now Oerlikon Metco). Contractors/Institutions responding to this market research are placed on notice that participation in this market survey/RFI may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: •1. Below is a document containing a brief description of the HVOF requirement and a Contractor Capability Survey, which allows you to provide your company's capability. The Performance Work Statement for this requirement is attached. •2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) •a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. MAINTAIN HIGH VELOCITY OXYGEN FUEL SYSTEM REQUEST FOR INFORMATION PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the inspection, calibration, and repair of two HVOF Systems at Robins Air Force Base, Georgia. Our acquisition strategy is a five-year service contract consisting of a basic year plus four 1-year options. The HVOF systems were designed and built by Sulzer Metco (now Oberlikon Metco) for use at Robins AFB. They support the thermal spraying operations used on aircraft parts and other thermal spraying processes by the Plating Shop. The systems are based on commercially available systems that have been modified to comply with military specifications. The government does not own any data rights associated with the HVOF systems. Government personnel have been trained to perform preventive maintenance on the systems, but a contract is required for the inspection, calibration, and repair of system components. The current contract, #FA8501-11-P-0152, consists of a basic year plus four 1-year options, and was awarded sole source to Sulzer Metco (US) Inc. (now Oberlikon Metco).
